About The Position

Under the general direction of the EDC Board, the Retail Store Manager is responsible for overseeing daily operation of a retail store, including but not limited to staff management, inventory control, safety and compliance, generating sales and revenue, and budgeting. The role involves developing an operating budget, recommending equipment purchases, assisting with inventory management system implementation, determining positions for recruitment, fostering relationships with third-party suppliers and vendors, ensuring training and development of staff, compiling with safety regulations, and overall general store planning to increase foot-traffic and revenue. The incumbent will collaborate with vendors and suppliers to enhance community relations, reduce costs, and boost profitability. The manager will ensure high levels of customer service, maintain compliance with laws, and develop the team to meet sales targets. Strong leadership, responsibility, and reliability are essential for maintaining store excellence and fostering a productive environment. This position requires a highly motivated self-starter with retail store management experience. The EDC has the following retail businesses—Wintun Mini-Mart (gas station) and Smokey River Tobacco Shop (smoke shop). For the incumbent working in the Wintun Mini-Mart, the individual will be responsible for the freshness, cleanliness, food safety and regulatory compliance. The incumbent is expected to work in accordance with the mission, purpose, and values of the Colusa Indian Community Council. The current manager vacancy is for Smokey River Tobacco Company.

Requirements

  • A combination of education and experience which provides the required knowledge and abilities to perform the essential functions of the position.
  • Four (4) years of retail experience, of which two years in retail supervisory or management experience.
  • Must possess a valid California driver’s license and insurance.
  • Must be at least 21 years of age at the time of appointment.
  • Must be able to work a flexible schedule and the hours necessary to open and/or close the retail store, including nights, weekends and holidays.
  • Responsibilities include but not limited to scheduling, training, planning, assigning and directing employees work.
  • Work with the Department of Human Resources to hire, train, and discipline employees as needed.
  • Responsible for addressing complaints and resolving problems from employees as well as guests.
  • Ability to work well under pressure and with deadlines
  • Solid and effective interpersonal and work supervision skills to provide guidance to other personnel and work effectively with partners on joint projects
  • Ability to work effectively as an individual and as part of a team; working effectively with diverse groups, departmental staff, the CICC community and visitors
  • Ability to use critical thinking to deliver absolute execution of the operational components of the store
  • Skill in identifying the customer's perspective and maintaining a commitment to excellence in customer service
  • Must have the skill set to motivate, encourage, and challenge store staff
  • Skill and ability to perform inventory control functions, including physical inventory counts, receiving, and the storage of materials
  • Skill in analyzing inventory data and identifying discrepancies between the physical inventory counts and the recorded inventory counts
  • Ability and skill in creating spreadsheets and reports using Word, Excel, or other software applications
  • Skill in creating and editing documents in word processing applications using moderately advanced features
  • Knowledge of financial systems, including financial analysis and budget preparation systems, online purchasing systems, and timekeeping systems
  • Possess solid decision-making and reasoning skills, and the ability to develop original ideas to solve problems, and perform operations analysis and quality control analysis
  • Provide solid verbal and written communication, including active listening, dynamic flexibility, and critical thinking, and the ability to multi-task and ensure effective time management
  • Mathematical and cash control skills to accurately complete drawer counts and prepare deposits
  • Intermediate computer applications skills to include point of sale and inventory control software
  • Skill and ability to plan, organize and coordinate the work of assigned staff to accomplish daily operational goals in multiple locations
  • Ability to use communication skills, verbal and written, to effectively and professionally communicate with staff, management, and customers using tact and diplomacy at all times
  • Ability to create written documentation, manuals, and written protocols using correct spelling, grammar, and punctuation
  • Ability to direct, organize, and prioritize workload to meet required deadlines and departmental objectives.

  • Convenience store and tobacco shop management experience is highly desirable.

Responsibilities

  • Manage and motivate the team to achieve sales goals and deliver exceptional customer service.
  • Manage budgeting, inventory, and purchasing to optimize store performance.
  • Develop and implement strategies to improve sales and operational efficiency.
  • Ensure compliance with industry regulations and safety standards (e.g., tobacco, health and safety for food-industry, environmental safety).
  • Complete staff’s scheduling, training, and performance evaluations.
  • Handle customer complaints and ensure a positive shopping experience.
  • Maintain store appearance and manage the Point of Sale (POS) system.
  • Collaborate with the EDC Board for strategic planning and store development.
  • Ensure compliance with company standards in inventory management, team management, financial accountability, and customer relations.
  • Deliver the highest quality service to customers, resolve conflicts promptly, and inspire long-term relationships.
  • Plan, develop, prepare, and manage the store budget to ensure proper fiscal controls.
  • Supervise the ordering, receiving, storage, and issuing of products.
  • Participate in product sourcing and develop creative methods for displaying and merchandising products to generate revenue.
  • Provide administrative and operational support as needed.
  • Assist in recruitment, hiring, and training of team members, focusing on excellent customer service.
  • Ensure merchandise is stocked, displays are attractive and correctly priced, and products are safely displayed.
  • Complete daily paperwork and computer entry in a timely manner.
  • Conduct weekly store meetings with employees, covering safety, security issues, and training.
  • Perform cashier duties as needed.
  • Follow and enforce all company policies and procedures.
  • Implement and enforce merchandising and vendor policies.
  • Assist in planning the annual store budget.
  • Develop rapport with retail vendors and customers.
  • Work effectively with various departments and vendors.
  • Review operational reports and records to ensure policy adherence, monitor profitability, and manage timekeeping system.
  • Solve problems affecting store service, efficiency, and productivity.
  • Assist with daily staff responsibilities as required.
  • Perform other duties commensurate with the functions and level of the position.
