Requirements

  • Bachelor's Degree in Engineering or Construction Management
  • Virginia Professional Engineer (PE) License
  • 10+ years' experience in transportation infrastructure development and construction industry
  • Experience working on DOT projects, including familiarity with DOT Standards & Specifications
  • Working knowledge of construction administration, including financial processes, budgets and schedules
  • Demonstrated experience with construction methods, procedures, practices, plans, specifications, and contract administration
  • Demonstrated experience with VDOT standards and manuals, including Road and Bridge Specifications, Road and Bridge Standards, Construction Manual, and Manual on Uniform Traffic Control Devices (MUTCD)
  • Engineering design principles for roadways, structures, and drainage
  • Knowledge of contract development and project management processes
  • Experience with cost estimating, reporting, scheduling, and claims mitigation
  • Knowledge of materials, environmental requirements, legal considerations, and safety standards related to transportation facility construction

Responsibilities

  • Lead and guide Construction Managers, Inspectors, and other project staff in administering construction and maintenance contracts.
  • Conduct and lead key project meetings and coordination efforts with internal and external stakeholders.
  • Oversee project budgets, schedules, documentation, formal correspondence, and communication.
  • Ensure contractor and consultant compliance with construction contract requirements.
  • Participate in engineering decisions related to project execution, including review and approval of change orders and supplemental agreements.
  • Conduct and review construction-related submittals, constructability reviews, biddability reviews, cost analyses, and schedule analyses.
  • Interpret and apply roadway and bridge design plans, specifications, standards, and contract documents.
  • Ensure project quality standards are met and maintained.
  • Review financial processes, transactions, and documentation associated with assigned projects.
  • Apply engineering planning and project management principles to support cost control, claims avoidance, and claims mitigation.
  • Support contract development processes and ensure adherence to project management protocols.
  • Supervise and manage employee work groups, providing technical guidance and oversight.
