The Resource Efficiency Manager will provide resource efficiency management services for Air National Guard Bases. The REM identifies energy conservation opportunities and helps facilitate the implementation of projects, initiatives, and programs that reduce energy consumption and demand, improve resilience, save money, and help the environment. The REM augments existing customer capabilities, works with both the customer and Salas O’Brien in a team environment, and is an on-site representative to facilitate energy and cost savings and attain customers’ goals.

Requirements

  • Bachelor's Degree (BS) from a four-year college or university in engineering or an energy-related field, OR
  • High school diploma or GED equivalent with 1+ years of related experience and/or training, or equivalent combination of education and experience; military or civilian experience working at Federal installations, or experience in an energy-related field may be acceptable
  • 5+ years supporting Federal Energy and Facility Programs, and demonstrated experience in Energy Planning Strategy
  • U.S. citizenship is required
  • Background check
  • Knowledge of utility information systems, energy management technologies, and metering
  • Excellent verbal and written communication skills
  • Excellent analytical, interpersonal, and presentation skills
  • Excellent problem-solving skills and ability to produce results
  • Ability to produce technically correct finished work, including technical reports, white papers, metrics, and briefs
  • Proficient computer skills, including the use of spreadsheets, especially MS Excel and other database applications

Responsibilities

  • Project identification, development (DD1391 and BLCC’s) and execution
  • Support the development of Energy Resiliency and Conservation Investment Program (ERCIP) projects
  • Support the development of third-party financed projects like the Energy Savings Performance Contracts (ESCP) and Utility Energy Service Contracts (UESC)
  • Assist in developing and supporting locally funded energy projects
  • Support the procurement of Energy Star products and equipment
  • Perform technical design review to ensure that energy, LEED, EPAct, LCCAs, and energy efficiency perspectives are being met
  • Be a resource for all staff, including Base leadership, Base Engineering, and Building Managers on energy issues, including recommending operational and maintenance equipment repair and replacements
  • Observe and support contracted RCx and Audit activities
  • Assist with the execution of energy programs and projects
  • Calculating and supporting measurement and verification (M&V) reporting of completed energy projects and initiatives
  • Support the development of projects to address energy/utility resiliency, assurance, reliability, and or security in accordance with Air Force and Air National Guard objectives
  • Energy Auditing
  • Evaluate base operations and maintenance for energy efficiency and identification of possible improvements
  • Conduct periodic Installation Energy audits, meeting requirements of EISA 432
  • Analyze water resilience vulnerabilities
  • Support NexGen, Air Force Energy Reporting System (AFERS), TRIRIGA, Annual Energy Management and Resilience Report (AEMRR) and/or other current energy/water reporting module data entry, analyzing, and approving the Installation’s inputs
  • Analyzing meter data, developing usage profiles, and providing guidance
  • Evaluate utility rate structure for reasonableness and appropriateness
  • Investigate and recommend Peak Demand initiatives to reduce demand charges
  • Support data collection and reporting
  • Support the inventories of civil engineering-owned, operated, or maintained facility-related control systems
  • Development of Installation Energy Management Plans
  • Support Energy Management Steering Groups (EMSG)
  • Support Installation Development Plan (IDP) activities
  • Support Energy Master Planning activities, such as Installation Energy Plan development
  • Development, implementation, and presentation of Energy awareness information
  • Prepare and Promote Installation’s Energy Awareness Program
  • Support Public Affairs and Newsletters with energy perspective articles and information
  • Submission of Awards Program nomination packages
  • Other duties as assigned
