The Resource Management Team sits within the Finance CAO Organization. Our Mission is to serve as a trusted partner across Finance to drive transparency and accountability of Citi’s Resources. Specifically, this role is for Citi’s Workforce Management and is reporting to the Head of Resource Management. The Assistant Vice President of Finance CAO’s Position Management Execution team will be responsible for the operational implementation and oversight of headcount plans within the Finance division. This role requires a meticulous and process-driven individual with strong analytical and communication skills, capable of ensuring the accurate and timely execution of headcount-related activities. The successful candidate will work closely with Finance, HR, and business stakeholders to operationalize headcount strategies, maintain data integrity, and support the entire employee lifecycle from a headcount perspective. This is a hybrid role requiring that you report on site three times a week to the office in Getzville. This role cannot be done fully remote. Running and Operation: Contribute to and support initiatives focused on continuous improvement, process optimization, and the implementation of best practices to achieve and sustain operational excellence Strategic Planning Support: Support the development and execution of finance headcount strategies, ensuring alignment with overall company vision, financial targets, and long-range plans. Budgeting & Forecasting: Collaborate with financial planning and analysis (FP&A) teams to support the integration of headcount plans into budget cycles, financial forecasts, and resource allocation models. Headcount Plan Implementation: Operationalize approved headcount plans and strategies, ensuring accurate and timely execution of staffing changes, and organizational adjustments within financial parameters. Process Coordination: Coordinate and facilitate headcount approval processes, working with relevant stakeholders to ensure all necessary documentation and approvals are in place before execution. System & Tool Utilization: Become a subject matter expert in relevant headcount management systems and tools, utilizing them effectively for data entry, reporting, and process automation. Stakeholder Liaison: Support a best-in-class engagement model for operational headcount inquiries from Finance business partners, HR, and other teams, providing timely and accurate information and support. Ensure effective communication, understanding, and execution of headcount strategies and policies. Process Adherence: Ensure strict adherence to established headcount policies, procedures, and controls. Process Improvement: Identify and participate in initiatives to enhance headcount management processes, tools, and systems, contributing to improvements in efficiency, accuracy, and transparency. Risk Management, Compliance & Controls: Assist in ensuring that all headcount execution activities comply with internal controls, audit requirements, and external regulatory standards. Change Management: Support the implementation of organizational changes related to workforce restructuring or growth initiatives, ensuring smooth transitions. Operating Manuals & Guidance: Maintain workforce management operating manuals, guidelines, and best practices, and support their consistent application across the Finance function by providing guidance to stakeholders.

  • Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related quantitative field.
  • Minimum of 4-6 years of experience in an operational finance role, headcount management, HR operations, or a similar analytical and execution-focused position within a large organization, preferably in the financial services industry.
  • Demonstrated experience with data management, reporting, and operational process execution.
  • Familiarity with headcount planning, budgeting, and forecasting processes.
  • Proficient in Microsoft Excel (e.g., VLOOKUP, pivot tables)
  • Ability to work with large datasets and keen attention to detail for data accuracy.
  • Excellent organizational skills and a high degree of attention to detail and accuracy.
  • Strong problem-solving skills with a focus on practical solutions.
  • Effective written and verbal communication skills, with the ability to clearly articulate operational information.
  • Strong interpersonal skills, with a collaborative approach to working with diverse teams.
