About The Position

Develops and administrates quality monitoring, training and coaching employees, and facilitates change throughout the organization; develops and implements quality management strategies and plans, compiles reports for programmatic feedback and benchmarking, monitors assigned programs to ensure that service quality and integrity is enhanced or maintained throughout all service programs of RTR, Inc. This position facilitates compliance with all MassHealth, DDS and CARF standards and regulations. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Review current policies and procedures, to include CARF, DDS, and MassHealth regulatory standards. Work in conjunction with program directors to monitor compliance with established policies and procedures, and facilitate changes as necessary. Coordinate with Quality team to develop, test, and maintain a self-assessment system for RTR that is in compliance with DDS licensing standards Develop and facilitate in-service trainings as needed. Evaluate the quality of services by performing monitoring in the service programs, submitting a written report that includes areas of commendation, areas needing improvement, and recommendations for quality enhancement to Quality AVP, and applicable director. Oversee preparation for and participate in the CARF and DDS licensing and certification process. Develop a monitoring tool that adheres to the standards of CARF and DDS. Conduct Human Rights Investigations as needed. Maintain and update management training system(s), and oversee assigned department(s) mentor program for managers/directors. Establish, maintain and disseminate internal benchmarking system for program to program comparisons. Assess the progress of RTR, Inc. initiatives and strategic plan, and offer guidance as appropriate. Oversee the updating and maintenance of service program resources on the intranet. Participate in on-the-job training and provide coaching to new co-workers as directed. Perform additional duties, or substitute for others as required. Adhere to all RTR policies and procedures. Develop and provide all services in accordance with RTR’s philosophies including staff and Board beliefs.

Requirements

  • At least 5 years of experience in the field of human services in a management position.
  • Strong working knowledge of all regulatory processes and requirements for all RTR programs.
  • Excellent written, oral, and interpersonal communication skills.
  • Excellent analytical abilities to grasp key points from complicated details.
  • Ability to exercise discretion in evaluating programs and recommending action steps
  • Intermediate knowledge of Microsoft Word and Excel.
  • Valid Driver’s License.
  • Successful completion of all state and agency mandated trainings.
  • Must be willing to authorize a Criminal History Background Check (CORI) and release of information concerning allegations from Disabled Persons Protection Commission (DPPC), Department of Developmental Services (DDS), and other agencies.
  • Must be able to perform each essential duty satisfactorily.
  • Must be fluent in English and have the ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to communicate effectively with individuals under supervision, employees of the organization, families, and members of the community.
