Plans, organizes, and directs the work of a professional appraisal staff assigned to the annual mass appraisal of residential and agriculture real property for ad valorem tax purposes. Oversees and manages the document management and retention policies for the Appraiser’s Office. Oversee and manage the building and calibration of annual valuation models. Oversee and manage the property appeals process. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practices (USPAP). Annual appraisal processes for Residential and Agriculture Division. Timely and accurately complete the reinspection process. Identify data discrepancies causing uniformity issues within neighborhoods. Implement strategies for equalizing data elements. Timely and accurately discover list and value all residential new construction and demolition. Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide. Document management and retention. Oversee the document management processes for the Appraiser’s Office. Manage the retention timelines per the Kansas Historical Society. Annual model building and calibration and appeals. Review and update regression coefficients as needed to reflect current market values. Review and update comparable sales selection criteria as needed to reflect current market values. Review and update local cost multipliers and depreciation tables as needed to reflect current market values. Manage the final review of all residential and agricultural properties according to compliance standards that test within ratio study standards.
