M&J is seeking a Resident Engineer to serve as the senior on-site lead for The District Department of Transportation DDOT CEI services, managing project staff and construction administration to ensure multimodal transportation work is delivered safely, compliantly, and on schedule from NTP through closeout.

Requirements

  • Bachelor’s degree in Civil Engineering or related engineering discipline.
  • Professional Engineer (PE) license in the District of Columbia or ability to obtain reciprocity.
  • Minimum 10–15 years of transportation construction management or inspection experience.
  • Experience managing CEI teams on urban transportation infrastructure projects.
  • Thorough knowledge of DOT construction specifications, contract administration, and inspection procedures.

Nice To Haves

  • Certified Construction Manager (CCM) certification.
  • Prior experience serving as Resident Engineer on DDOT or comparable DOT projects.
  • NICET Level IV – Transportation Construction Inspection.
  • OSHA 30-Hour Construction Safety Training.
  • ACI Concrete Field Testing Technician – Grade I.
  • Experience working with DDOT Public Space permitting and coordination.

Responsibilities

  • Serve as the Consultant’s senior on-site representative and primary liaison with the District Department of Transportation (DDOT), contractors, utility companies, and other stakeholders.
  • Provide overall management and administration of Construction Engineering and Inspection (CEI) services for roadway, bridge, streetscape, bicycle, pedestrian, and multimodal transportation infrastructure projects.
  • Direct and supervise project staff including Assistant Resident Engineers, Office Engineers, Senior Inspectors, Construction Inspectors, and Materials Inspectors.
  • Ensure construction activities comply with DDOT plans, specifications, contract documents, standards, and District regulations.
  • Conduct progress meetings, coordination meetings, and partnering meetings with DDOT and contractor personnel.
  • Review contractor schedules, shop drawings, submittals, Requests for Information (RFIs), and contractor work plans.
  • Review and approve Daily Inspection Reports (DIRs), inspection reports, and quantity documentation prepared by project inspection staff.
  • Oversee preparation and approval of progress payment estimates, change orders, contract modifications, and force account documentation.
  • Coordinate resolution of construction conflicts, field issues, and contractor requests.
  • Ensure compliance with stormwater regulations, erosion and sediment control plans, environmental permits, and maintenance of traffic requirements.
  • Ensure compliance with DDOT Work Zone Traffic Control requirements and ADA accessibility standards.
  • Ensure proper project documentation and electronic records management in accordance with DDOT contract administration procedures.
  • Coordinate contractor performance evaluations and project closeout documentation.
