WSP is currently initiating a search for a Full-Time Resident Engineer for our Peoria, IL office. The Resident Engineer will serve as the client’s on-site representative and primary point of contact during construction. A key requirement of this role is direct, hands-on experience overseeing the construction of at least one CSO storage tank or comparable large-scale underground wastewater storage facility. The Resident Engineer will be responsible for ensuring that complex CSO tank construction activities—including deep excavation, rock support, large structural concrete placements, pumping systems, and integrated mechanical, electrical, and controls systems—are executed safely, in full compliance with contract documents and regulatory requirements. Your Impact Construction Oversight & Contract Administration Provide full-time, on-site oversight of all construction activities, including deep excavation, rock support, structural concrete, mechanical, electrical, instrumentation, and site work. Act as the client’s authorized on-site representative for administration of the construction contract. Interpret and enforce contract plans, specifications, permits, and regulatory requirements. Chair construction progress meetings with contractors and client staff; prepare and distribute meeting minutes. Schedule, Cost & Change Management Review and monitor the Contractor’s baseline schedule and periodic updates; identify risks and coordinate corrective actions with the client. Review and verify contractor pay applications, quantities, and supporting documentation prior to client approval. Review RFIs, field changes, and change order proposals; provide technical evaluations and written recommendations to the client. Maintain accurate project records, including daily reports, quantity tracking, correspondence, and photo documentation. Quality Assurance & Oversight Manage inspection to oversee activities to ensure work conforms to approved plans, specifications, and quality control requirements. Coordinate review of submittals and shop drawings with the design engineer and City. Manage quality control/assurance testing staff for field testing. Observe and document system start-up, and commissioning of pumping, mechanical, electrical, and control systems. Develop punch lists and support project closeout, final inspections, and acceptance. Safety & Regulatory Compliance Monitor contractor compliance with approved Safety and Health Plans, site-specific safety plans, and OSHA requirements. Promote a strong safety culture and immediately address unsafe conditions. Ensure compliance with environmental permits, and applicable City, State, and Federal regulations. Coordination & Communication Maintain daily coordination with the client and project representatives. Interface with design engineers, inspectors, utilities, and regulatory agencies as required. Provide regular written and verbal status updates to the client addressing progress, schedule, budget, quality, and safety. Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
