Requirements

  • Bachelor's Degree in Engineering or related field.
  • Experience with MTA, Bridges and Tunnels, LIRR, MRA, Triborough, TBTA, or NYCT.
  • Professional Engineer license required.
  • 10+ years of experience in Rail RE activities and managing construction field teams.
  • Experience with Catenary systems.
  • Experience with Rail Facilities.
  • Candidate must have the ability to drive.
  • OSHA 30-hour safety course certification required.
  • Work schedule must be flexible to accommodate varying shifts (day, evening, overnight).

  • Project Management Procedures (PMP’s) and Project Management Guidelines (PMG’s) familiarity a plus.

Responsibilities

  • Provide oversight on all construction work on the project and coordinate coverage in the field as needed.
  • Keep Client team informed of the field activities and progress.
  • Supervise field personnel; schedule coverage, review daily progress reports and advise field team as needed.
  • Communicate with office staff on a daily basis.
  • Review and comment on Site Specific Safety Work Plans (SSSWP's), Job Safety Analysis (JSA's), Construction Work Plans (CWP's), and Quality Work Plans (QWP's), as well as other Construction Submittals.
  • Attend all meetings in person and actively collaborate with Design-Build and Project Management teams to resolve issues.
  • Manage the daily observation of the contractor operations for a rail-related transportation project in the New York, tri-state area.
  • Be the field point of contact for the client and all project stakeholders.
  • Manage and supervise all assigned field office typically consisting of inspectors, community liaison and office engineer.
  • Conduct reviews and verifications of construction schedules; baseline and updates, in coordination with the client.
  • Perform inspections, observation of field testing and commissioning.
  • Assist in the preparation and negotiations of construction change orders and the preparation of weekly/monthly project reports.
  • Review payment vouchers from contractor.
  • Review manning reports, payroll certifications and other labor documentation from the contractor.
  • Chair project progress meetings and distribute meeting minutes.
  • Responsible for site safety, permit compliance and coordination with other adjacent projects.
  • Monitor Contractor compliance with the Contractor’s Safety and Health Plan and with specific Safe Work Plans.
  • Monitor and ensure Contractor’s compliance with the approved Contractor’s Quality Plan.
  • Work with the Contractor to minimize disruptions to the public.
  • Log and coordinate with the designer to respond to Contractors’ submittals, RFI's and shop drawings.
  • Prepare a punch list with the owner upon completion of the project.
  • Solve complex challenges relating to project schedule and budget as an effective member of the project Team (Owner, Gannett Fleming and Contractors).
  • Perform Project Manager type responsibilities such as overseeing field personnel timesheets, vacation/leave, and general personnel issues that may arise as well as project budget, cost to complete analysis; liaise between contractor and the client agency; maintain comprehensive project history files; review project documents in-depth to handle construction and design issues; and prepare change orders, project correspondence, and reports.
  • Perform routine assignments requiring application of spreadsheets, databases, and scheduling software.
  • Communicate with all necessary stakeholders.
