Heavy and Civil Engineering Construction

The Resident Engineer - Consultant Projects position at the Oregon Department of Transportation involves managing complex highway construction projects in the Portland metro area and surrounding regions. The role requires overseeing both design and construction phases, acting as the contract administrator for outsourced contracts, and ensuring compliance with various regulations. The position offers a hybrid work environment, allowing for remote work up to three days a week, and emphasizes the importance of diversity, equity, and inclusion within the workplace.

  • Manage the design, pre-bid and pre-construction meetings with contractors, consultants, agency staff, the Federal Highway Administration and other state workers.
  • Meet with contractors regularly to plan and coordinate work, resolve project issues or scheduling concerns and other contract topics.
  • Lead design and construction efforts to ensure community input and communication with property owners, elected officials, and the media regarding construction impacts.
  • Ensure contract deliverables are on time and adhere to plans and specifications, manage vendor payments, and monitor contract expenditures.
  • Monitor contractors for compliance with environmental, Disadvantaged Business Enterprise (DBE), Equal Employment Opportunity (EEO), and On-the-Job Training (OJT) programs.
  • Direct and assist staff in reviewing contractor project schedules, staging plans, traffic control plans, and other required documents.
  • Analyze cost and schedule impacts of contract changes and evaluate alternatives.
  • Initiate, negotiate, prepare and get approval of proposed contract change orders, time extensions, and extra work orders.
  • Perform field inspections and review accident reports.
  • Manage engineering budgets and prepare reports.
  • A valid Professional Engineer's (PE) license in civil, structural, or transportation-related engineering.
  • Three (3) years of journey level professional engineer experience, considered licensed experience only.
  • Valid driver license and an acceptable driving record.
  • Project management experience, preferably in transportation projects.
  • Contract administration experience.
