About The Position

Parsons is looking for a talented Resident Engineer/Construction Manager to join our team! In this role you will serve as the on-site lead for construction management and inspection activities on aviation projects in Baltimore, Maryland. This role provides technical oversight, ensures contract compliance, and coordinates with contractors, designers, and the owner to deliver successful project outcomes. The Resident Engineer acts as the client’s representative in the field and provides leadership to the inspection and office engineering staff.

Requirements

  • Bachelor’s degree in Engineering, Construction Management, or related field.
  • 10+ years of progressive experience in construction management or resident engineering.
  • Prior experience on aviation, transportation, or large-scale infrastructure projects strongly preferred.
  • In-depth knowledge of construction practices, codes, safety requirements, and quality standards.
  • Strong leadership skills with ability to manage multi-disciplinary teams.
  • Proficiency in construction/project management software (Primavera, MS Project, Procore, etc.).
  • Excellent communication, negotiation, and documentation skills.

Nice To Haves

  • Professional Engineer (PE) license strongly preferred.
  • CCM (Certified Construction Manager) or equivalent credential a plus.
  • OSHA safety training (10/30-hour) desirable.

Responsibilities

  • Lead and oversee daily construction activities to ensure compliance with contract documents, specifications, and safety requirements.
  • Supervise and coordinate the work of inspectors, office engineers, and document control staff.
  • Serve as the primary liaison between the contractor, client (MAA), and project management team.
  • Review and respond to contractor submittals, RFIs, change orders, and claims.
  • Monitor contractor progress, schedules, and compliance with project requirements.
  • Maintain detailed records of field activities, inspections, and testing results.
  • Chair progress meetings and prepare detailed meeting minutes.
  • Ensure QA/CI/CM procedures are followed and documented.
  • Provide technical guidance and resolve construction-related issues in the field.
  • Support the client in cost control, claims evaluation, and schedule management.
