About The Position

The Department of Health Care Services (DHCS) is seeking a Research Scientist IV (Epidemiology/Biostatistics) to join our team in Sacramento County, CA. This role is pivotal in supporting the DHCS's mission to provide equitable access to quality health care for low-income families, children, pregnant women, older adults, and persons with disabilities. The Research Scientist IV will serve as a subject matter expert in the implementation of Safe Harbor and Expert Determination Methods for data de-identification, ensuring compliance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Privacy Rule. The incumbent will be responsible for planning, organizing, directing, and applying methods for the de-identification of Medi-Cal and other protected health information, allowing for its use and disclosure in a manner that adheres to privacy regulations. In this role, the Research Scientist IV will provide scientific support and direction for the development of data use agreements, particularly for files that present known disclosure risks. The incumbent will utilize epidemiologic, biostatistical, and survey techniques to conduct research and evaluate population health, implementing complex data linkage initiatives and presenting findings through publications and presentations. This position may also involve Training and Development (T&D) assignments for current California civil service employees, with the potential for transition to a permanent appointment upon successful completion of the T&D assignment.
