About The Position

This position supports the California Department of Public Health's (CDPH) mission and strategic plan by supporting data and evaluation efforts of the California Home Visiting Program (CHVP), which promotes the health and wellness of participating parents, families and children. The Research Scientist II (RS II) works under the general supervision of the Research Scientist Supervisor I (RSS I), of the Home Visiting Federal Data Reporting Unit, within the Maternal, Child and Adolescent Health (MCAH) Division. The incumbent plans, organizes, and carries out scientific research studies of moderate scientific scope and complexity, and applies social/behavioral theoretical models and research methods to critically evaluate and monitor public health program models focused on early childhood and home visiting and assesses and troubleshoots social/behavioral related issues in regards to evaluation at the local and state levels. The RS II provides support for the configuration, maintenance and operations of home visiting data systems and develops analytic data sets, researches social/behavioral indicators and develops tools for evaluation, and conducts ongoing data analysis to comply with mandated federal reporting and to conduct ongoing program monitoring and evaluation. The RS II participates in designing and implementing social/behavioral evaluation and fidelity studies; and/or conducting moderately complex evaluation projects, coordinating data collection, documenting, and presenting findings. This position includes up to 5% of statewide travel. This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH's Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded. Travel may be required for this position. Reimbursement for travel takes into consideration an employee's designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate. The headquarters office location for this position is identified in the attached duty statement.

Nice To Haves

  • Applicants with strong scientific and evaluation skills who are proficient in Statistical Analysis System (SAS) software (preferred) or other statistical programming language and have at least two (2) years of experience working with complex databases.
  • Previous experience in program evaluation, program implementation monitoring, continuous quality improvement (CQI) processes and working with state and local public health partners.
  • Applicants with excellent communication and project management skills, who are self-motivated and capable of collaborating with a team of experienced researchers.
