About The Position

The Resale and Inventory Manager is responsible for the strategic oversight, direction, and management of the Oklahoma Tourism and Recreation Department’s resale and inventory operations across multiple platforms and locations statewide. This position oversees resale operations at more than 30 Oklahoma State Parks, eight Travel Information Centers, the State Capitol Gift Shop, and the Department’s e-commerce store hosted on TravelOK.com. The role ensures efficient inventory management, consistent retail standards, financial accountability, and alignment with the Department’s mission to promote tourism and enhance visitor experiences. Positions in this job family are assigned responsibilities involving the direction or management of agency division(s). This includes the management of professional-level staff, assisting in directing major multifunctional divisions, or overall responsibility for major division activities involving core agency operations.

Requirements

  • Education and experience requirements consist of a bachelor’s degree in business administration, public administration, retail management, supply chain management, or a closely related field, and five years of professional experience in retail operations, inventory management, business administration, or public administration, including at least two years in a supervisory or administrative capacity.
  • An equivalent combination of education and experience may be considered, substituting one year of professional or technical administrative experience for each year of the required education.
  • No substitution is permitted for the required professional experience in a supervisory or administrative capacity.
  • Knowledge required includes: Agency policies and procedures related to resale, inventory, procurement, and fiscal management.
  • State and federal laws, rules, and regulations governing public-sector retail operations, inventory control, and financial accountability.
  • Principles and best practices of retail management, merchandising, inventory systems, e-commerce operations, and supply chain management.
  • Budget development, revenue forecasting, and financial analysis.
  • Skills and abilities required include the ability to: Plan, direct, coordinate, and evaluate resale and inventory operations across multiple locations and work units.
  • Analyze sales, inventory, and financial data to evaluate program performance and implement improvements.
  • Interpret and apply complex policies, rules, contracts, and legislation.
  • Communicate effectively, both orally and in writing, with agency leadership, staff, vendors, and external stakeholders.
  • Resolve complex administrative, operational, and personnel issues using sound judgment.
  • Maintain effective working relationships with diverse groups, including park staff, travel center personnel, vendors, and agency partners.
  • Lead teams, manage change, and promote consistent standards and accountability across geographically dispersed operations.

Responsibilities

  • Manages the resale and inventory division for the Oklahoma Tourism and Recreation Department, directing and supervising staff responsible for retail operations, inventory control, purchasing, warehousing, distribution, and e-commerce activities.
  • Leads and manages the planning, configuration, implementation, and statewide rollout of new point-of-sale (POS) systems; coordinates with IT, finance, vendor, and field staff to ensure successful deployment, integration with inventory and financial systems, staff training, and ongoing system optimization.
  • Oversees resale operations across more than 30 state parks, eight Travel Information Centers, the State Capitol Gift Shop, and the TravelOK.com online store, ensuring consistent policies, procedures, pricing strategies, and merchandising standards.
  • Develops, recommends, and implements policies, rules, and procedures governing resale operations, inventory management, procurement, and internal controls, in compliance with applicable federal and state laws and regulations.
  • Advises agency leadership, division staff, park managers, and other stakeholders on the interpretation and application of resale, inventory, and fiscal policies.
  • Plans, coordinates, and evaluates multi-location retail and inventory programs to ensure operational efficiency, customer satisfaction, revenue optimization, and accountability.
  • Reviews sales reports, inventory analyses, audits, and operational data to assess program effectiveness; establishes controls to safeguard assets, prevent loss, and ensure accurate financial reporting.
  • Develops and manages budgets for resale and inventory operations, including forecasting revenues and expenditures, monitoring performance, and implementing corrective actions as needed.
  • Leads vendor selection, contract management, and product sourcing to ensure high-quality merchandise that reflects Oklahoma’s brand, supports tourism goals, and meets visitor demand.
  • Establishes division goals and performance metrics; evaluates outcomes and recommends operational, procedural, or legislative changes to improve efficiency and effectiveness.
  • Develops and maintains sound personnel policies and practices for resale and inventory staff; oversees hiring, training, performance management, and professional development.
  • Collaborates with marketing, park operations, finance, and IT staff to support promotional initiatives, seasonal campaigns, special events, and online retail enhancements.
  • Reviews proposed legislation, rules, or policy changes to determine potential impacts on resale and inventory operations and provides recommendations to agency leadership.
