About The Position

The Requirements Specialist (SPC) - Cyber provides services described below to support CDM project management requirements for its cyber capabilities’ portfolio. The Requirements SPC - Cyber shall apply their knowledge and experience in technology development, cyber operations, DoD and Intelligence Community (IC) operations, and project management to support and assist Government program managers in the execution of highly technical cyber capability development and integration efforts.

Requirements

  • Minimum of five (5) years of work-related experience.
  • Of those 5 years, at least four (4) years of work-related experience supporting a component of the DoD.
  • Experience in program management and technical or business analysis.
  • Experience with Department of Defense (DoD) and/or AF administrative, budget, and systems acquisition life cycle processes.
  • Experience building briefings, project schedules, and status reports in the DoD environment.
  • Experience in coordinating 7600s and MOUs/MOAs in support of a component of the DoD or Federal Agency.
  • Experience in supporting coalition or bilateral military information sharing activities.

Nice To Haves

  • Familiar with the Intelligence Community.
  • Experience with cybersecurity requirements, and related commercial capabilities.
  • Familiar with project management, project planning, market research, scheduling, budgeting, risk management, and project execution monitoring and reporting.

Responsibilities

  • Assist in the development and maintenance of all project documentation.
  • Assist in coordinating documentation (e.g. 7600) between functional organizations inside and outside CDM.
  • Assist in completing project milestone planning, preparation, and presentation in the form of Integrated Master Schedules.
  • Assist in conducting ongoing risk management, issue resolution, and process improvements on projects assigned.
  • Facilitate the planning and execution of a variety of project and technical exchange meetings internal and external to CDM.
  • Assist in the evaluation and communication of project progress in writing, in briefings, and in discussions with Government Program Managers, other CDM personnel, and leadership.
  • Develop and/or coordinate responses to taskers in response to internal and external project inquiries.
  • Assist with the development of key contracting documents to include Statements of Objective, Statements of Work, Performance Work Statements, Contract Data Requirements Lists, Quality Assurance Plans, etc.
  • Assist with project execution oversight, to include: schedule development and monitoring; technical development prioritization, goal setting, and monitoring; technical execution performance monitoring and assessment; resource monitoring and assessment; technical integration planning, scheduling, and implementation; test planning, scheduling, coordination, implementation and oversight; risk and issue identification and mitigation; and financial execution monitoring.
  • Document detailed notes from all meetings and action items. Post to appropriate knowledge management and issue tracking tools internal to CDM.
  • Assist with the collection and analysis of cost, schedule, and performance data on designated projects, and assist with the preparation of detailed reports to CDM senior leaders and/or other entities, as requested.
