Arcadis is seeking a Senior Requirements Engineer with specialized experience in Validation and Verification (V&V) to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor. The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.   • Support the development and maintenance of the Requirements Verification and Validation Plan in accordance with project standards and federal regulations.
  • Assist in creating and maintaining Requirements Verification and Traceability Matrices (RVTM/VCRM) for various disciplines and phases of the project.
  • Collaborate with design-builders, constructors, and systems engineering teams to ensure all requirements are verifiable and have clearly defined acceptance criteria.
  • Track verification and validation activities throughout the project lifecycle and compile supporting evidence for both design and construction from multiple stakeholders.
  • Support testing and commissioning teams in aligning test cases and procedures with project requirements.
  • Support safety and security managers in linking design, construction and operational hazards to design criteria requirements.
  • Support safety and security managers in obtaining final Safety and Security Certification.
  • Liaise with safety and security manager adding new derived safety requirements onto the RVTMs to evidence them using design, construction or operational evidence.
  • Utilize requirements management tools such as Relatics DOORS, CompyPro, or equivalent to maintain up-to-date records of requirement status and traceability.
  • Participate in requirement reviews to ensure clarity, feasibility, and proper scope alignment.
  • Document results of verification and validation activities and report gaps, risks, or non-conformances.
  • Assist in developing quality and compliance reports and dashboards related to V&V progress.
  • Contribute to the resolution of issues related to requirement interpretation or implementation during testing phases.
  • Minimum of 10 years of experience in requirements engineering with a strong focus on Validation and Verification within infrastructure, transportation, or rail projects.
  • Bachelor’s degree in Engineering, Systems Engineering, Computer Science, or related technical field.
  • Knowledge of FTA, FRA, and USDOT regulations related to rail system development and delivery.
  • Experience using tools such as Genesys, Relatics, DOORS, ComplyPro or other requirements management software.
  • Master's degree in a related field.
  • Certification in systems engineering or requirements management (e.g., CSEP, IREB, PMP).
  • Experience on rail or tunnel projects involving federal oversight or safety-critical systems.
  • Familiarity with ISO 29148 or other industry-standard V&V practices.
