About The Position

Arc Human Services is a $50M nonprofit organization dedicated to supporting individuals with intellectual and developmental disabilities and autism across 12 Pennsylvania counties. The Representative Payee & Benefits Compliance Specialist oversees and ensures compliance in the administration of government benefits, financial reconciliation, and regulatory reporting for individuals supported under the Representative Payee program. This position requires specialized knowledge of government benefits, nonprofit fiscal management, and financial auditing to ensure accurate, timely, and compliant financial processes.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field and at least two (2) years of experience in government benefits administration, financial compliance, or nonprofit fiscal management; -OR- Associate's degree in Accounting or Business Administration and at least four (4) years of direct nonprofit accounting experience.
  • Strong understanding of Social Security, Medicaid, and PA ABLE benefit structures and experience in auditing, financial reconciliation, and compliance reporting preferred.
  • Proficiency in Microsoft Office Suite and financial/accounting software.
  • Exceptional attention to detail, analytical thinking, and communication skills.

Responsibilities

  • Manage and oversee all government benefits (SSA, Medicaid, PA ABLE, etc.) for individuals under the Representative Payee program.
  • Conduct financial reconciliations and compliance audits to ensure accuracy and adherence to internal controls.
  • Maintain benefits eligibility records and manage reporting requirements for Social Security, Medicaid recertifications, and SSI wage reporting.
  • Collaborate with Accounting and external auditors to ensure transparent financial reporting and regulatory compliance.
  • Monitor and resolve outstanding checks, fund discrepancies, and payment delays.
  • Strengthen financial oversight by improving controls over Room & Board accounts, credit card transactions, and insurance processes.
  • Serve as liaison to the Social Security Administration, County Assistance Offices, and PA ABLE program representatives.
  • Recommend and implement process improvements and technology-driven solutions to enhance financial tracking and compliance.
  • Support the organization's compliance and ethics programs by exercising sound professional judgment.
