PURPOSE OF THE JOB The Release Train Engineer (RTE) II is responsible for program-level planning, coordination, and execution of a large-scale Agile Release Train (ART). This role blends Lean-Agile leadership with Agile Program Management, ensuring delivery of product roadmaps and business outcomes with transparency, predictability, and adaptability. The RTE II is accountable not only for facilitating Agile practices, but also for integrating plans, managing dependencies, overseeing execution against milestones and target dates, proactively managing risk, and communicating delivery confidence to stakeholders. The ideal candidate enables teams to remain agile while ensuring the program operates with discipline, alignment, and delivery rigor.

Requirements

  • Bachelor’s degree required (Business, Finance, Computer Science, Engineering, or related field).
  • Minimum 6 years of experience managing complex initiatives, including program, project, or delivery leadership in technical environments.
  • Strong background in Program and/or Project Management combined with Agile delivery.
  • Demonstrated success managing cross-team delivery, dependencies, and stakeholder expectations.
  • Strong understanding of Agile, Scrum, and Lean principles and when to apply program management discipline.
  • Proven ability to manage plans, risks, dependencies, and delivery confidence in complex environments.
  • Excellent facilitation, communication, and executive-level storytelling skills.
  • Results-oriented, pragmatic, and comfortable operating with uncertainty.
  • Advanced experience with Jira and Agile delivery tooling.

Nice To Haves

  • Experience in the insurance industry highly desirable.
  • SAFe certifications (RTE, SPC, Practitioner) highly desirable.
  • PMP, PgMP, or equivalent program management experience a plus (formal certification not required).

Responsibilities

  • Program Planning & Execution Oversees end-to-end program planning and roadmap execution for highly visible insurance products and services.
  • Owns the integrated program plan, aligning PI objectives, features, dependencies, and milestones across multiple Agile teams.
  • Partners with Product Management, Architecture, and Business stakeholders to ensure delivery plans align with strategic objectives, sequencing, and business outcomes.
  • Actively manages execution against target dates, delivery windows, and milestones, adjusting plans as conditions change.
  • Leads PI Planning by coordinating pre-planning, driving cross-team alignment, clarifying scope and dependencies, and ensuring realistic objectives and delivery expectations.
  • Agile Program Management & Delivery Governance Operates as the program integrator for the ART, maintaining visibility into progress, risks, dependencies, and delivery confidence.
  • Identifies, tracks, and actively manages program-level risks, issues, assumptions, and dependencies (RAID), escalating early with impact and options.
  • Continuously monitors delivery trends (e.g., flow, carryover, dependency aging) and drives data-informed replanning, not just post-PI inspection.
  • Ensures changes to scope, sequence, or dates are intentional, communicated, and transparent, avoiding silent slippage.
  • Dependency & Stakeholder Management Actively brokers and resolves dependencies across teams, other ARTs, vendors, and shared services.
  • Partners closely with Product Managers to manage tradeoffs between scope, sequence, capacity, and dates.
  • Coordinates with external vendors and partners to ensure alignment with ART milestones and integration needs.
  • Serves as a key point of escalation and decision support for delivery-impacting issues.
  • Agile Leadership & Team Enablement Ensures effective execution of key ART ceremonies (PI Planning, ART Syncs, Scrum of Scrums, System Demos, Inspect & Adapt), with a focus on delivery outcomes, not ceremony compliance.
  • Coaches Scrum Masters to focus on team flow, impediment removal, and delivery predictability, aligning team execution with program priorities.
  • Fosters a culture of transparency, realism, accountability, and continuous improvement.
  • Metrics, Reporting & Communication Provides clear, concise visibility into program health, delivery status, risks, and confidence through dashboards, summaries, and stakeholder communications.
  • Uses metrics to identify trends and guide decision-making.
  • Translates team-level execution into executive-relevant insights, focusing on outcomes, risk, and delivery confidence.
  • Delivers regular, honest updates to leadership, including early communication of delivery risks and mitigation options.
  • Organizational Agility & Transformation Partners with the LACE to execute the Agile transformation strategy and roadmap.
  • Identifies opportunities to improve program execution, planning, and delivery predictability across the ART and organization.
  • SUPERVISORY RESPONISBILITIES Directly supervises 5 or more Scrum Masters, providing leadership, coaching, performance management, and professional development to strengthen program-level servant leadership and execution effectiveness.
