About The Position

The Leidos Partnership for Defense Health is seeking a Release Manager to work REMOTELY and support its $4.6B single-award DHMSM IDIQ contract, known as MHS GENESIS. This highly visible program modernizes Electronic Health Record (EHR) capabilities for the Department of Defense, supporting nearly 10 million service members and their families worldwide. While every healthcare system addresses quality, user experience, and cost, the MHS GENESIS program has the added challenge of delivering these objectives within the DoD security environment and at global scale—while supporting the Defense Health Agency (DHA)’s vision of a medically ready force, which is essential to our national defense. The Release Manager is responsible for leading and coordinating all aspects of enterprise release management, including the planning, execution, and sustainment of scheduled releases—Capability Blocks and Maintenance windows—across a complex federal EHR environment. This role oversees the Schedule Change Control Board (SCCB) to ensure synchronization, risk mitigation, and stakeholder alignment across project releases and change requests. WHAT YOU WILL BE DOING The Release Manager leads the Release Management Team, which sustains systems and manages the overall delivery cadence of clinical systems platform upgrades and enhancements, with a particular focus on Capability Blocks. The team also provides project management support for a portfolio of products scheduled for coordinated release. Direct enterprise-wide release management for a federal EHR portfolio encompassing multiple mission-critical clinical and business applications. Lead and coordinate end-to-end planning, scheduling, and execution of releases, including application enhancements, operating system patches, security upgrades, and infrastructure updates. Deliver key release management and status reporting both internally and to customers ensuring accuracy, clarity, and relevance for diverse audiences. Ensure all releases comply with federal standards, cybersecurity requirements, and applicable industry regulations. Manage Change Request (CR) review as part of the Release Management process. Oversee and facilitate the Schedule Change Control Board (SCCB), ensuring effective governance, impact assessment, risk mitigation, and alignment across stakeholders and dependent systems. Lead system release planning, scheduling, and deployment management at the project level, including baseline and version management, implementation and rollback planning, communication planning, and operational change requests. Produce and maintain comprehensive release and implementation plans, coordinating release content based on application schedules, service request backlogs, and operating system updates. Manage and sustain the delivery cadence of clinical systems platform upgrades and integrated releases, with emphasis on Capability Blocks. Provide project management oversight for a portfolio of products planned for release, ensuring alignment with enterprise schedules, priorities, and dependencies. Collaborate with geographically dispersed technical, clinical, and business teams to ensure strong cross-functional coordination and shared accountability. Maintain executive-level transparency through clear, consistent communication of release scope, schedules, risks, dependencies, and operational impacts. Proactively identify release risks and issues, develop mitigation strategies, and drive resolution to minimize operational disruption.

Requirements

  • BA/BS or equivalent experience with 8+ years of prior relevant experience, or Master’s degree with 6+ years of prior relevant experience.
  • U.S. Citizen with the ability to obtain and maintain an ADP2/IT2 Public Trust clearance.
  • Hands on experience with SDLC-Next
  • Proven experience leading enterprise release management in large, complex IT environments, preferably supporting federal or healthcare systems.
  • Strong understanding of release governance, change management, configuration management, and baseline change control processes.
  • Experience coordinating across multiple applications, platforms, and infrastructure components in tightly regulated environments.
  • Demonstrated ability to lead cross-functional teams and manage competing priorities across concurrent releases.
  • Excellent communication skills with the ability to engage technical teams, program leadership, and executive stakeholders with the ability to tailor messaging to diverse audiences.
  • Experience delivering high-impact presentations that effectively communicate value, build trust, and influence decision-making across customer and organizational levels.
  • Experience working with geographically distributed teams and vendors.
  • Experience supporting federal EHR systems or large healthcare IT platforms.
  • Familiarity with federal change control boards, accreditation processes, and cybersecurity compliance frameworks.
  • Solid understanding of application and infrastructure management concepts, including system performance monitoring and management.
  • Project management experience using Work Breakdown Structures (WBS), Integrated Master Schedules (IMS), and work authorizations.
  • Understanding of cost and schedule development, controls, root cause analysis, and corrective action planning.
  • Experience setting leadership team expectations and delegating responsibilities, including resource and staffing assessments, hiring, and team management.
  • PMP, SAFe, ITIL, or similar program/service management certifications.

Nice To Haves

  • Current MHS GENESIS system knowledge and operational understanding.
  • Prior management of complex DHMSM new capability implementations, including use of Change Request (CR) and Release Management processes.
  • Experience with EHR system interface configuration, implementation, and operation.
