About The Position

The position involves reviewing assessments and making determinations related to level of care requests submitted by county boards of developmental disabilities (CBDDs) for initial and ongoing enrollment in Medicaid Home & Community-Based Services (HCBS) Waivers, as well as by intermediate care facilities for individuals with intellectual disabilities (ICFs) for initial and continued admission. The role includes conducting face-to-face assessments of individuals prior to denying a level of care request, preparing correspondence and hearing rights for individuals denied services, and developing individualized recommendations for least restrictive placement options. Additionally, the position requires coordination of pre-admission screens and resident reviews for individuals with developmental disabilities seeking admission to nursing facilities, ensuring compliance with federal and state requirements. The role also involves maintaining records, using DODD applications for documentation, and providing technical assistance to staff regarding Medicaid processes and procedures.

Requirements

  • Graduate degree in a human service area (e.g., rehabilitation counseling, special education, psychology, social work).
  • Graduate degree leading to licensure as a licensed professional counselor by the Ohio Counselor & Social Worker Board.
  • Completion of a graduate degree in related vocational rehabilitation areas.
  • 12 months of experience as Rehabilitation Program Specialist 1.
  • Licensed, certified, or registered clinical professional per OAC 5122-21-03 (E) Personnel Requirements (2) in Ohio Department of Mental Health & Addiction Services.
  • 4 years of experience in a private or governmental agency responsible for habilitative or rehabilitative programs development in developmental disabilities.

Responsibilities

  • Review assessments and make determinations related to level of care requests for Medicaid HCBS Waivers and ICF admissions.
  • Conduct face-to-face assessments of individuals prior to denying level of care requests.
  • Prepare correspondence and hearing rights for individuals denied services.
  • Prepare hearing summaries and supporting documentation for hearings.
  • Develop individualized recommendations for least restrictive placement options.
  • Coordinate pre-admission screens and resident reviews for individuals seeking admission to nursing facilities.
  • Ensure compliance with federal and state requirements for admissions.
  • Maintain records and documentation using DODD applications.
  • Advise state and local staff on correct procedures for level of care assessments and preadmission counseling.
  • Collaborate with department staff regarding level of care and enrollment in HCBS Waivers.
  • Provide testimony at hearings as necessary.
  • Procure federal dollars.
  • Support staff in the administration of Medicaid processes and procedures.
  • Monitor and evaluate systems activities of local DJFS case workers.
  • Implement program policy and procedures impacting waiver eligibility.
