Join the Regulatory Affairs & Resource Planning (R&R) team as a Regulatory Strategy PM, where you will own regulatory strategy and delivery for high-impact initiatives—including rate cases and major filings—that shape the future of NW Natural Holdings. This role is designed for a candidate with strong regulatory experience who can serve as a strategic partner and manage multiple workstreams simultaneously for NW Natural Gas Company, NW Natural Water, and Si Energy. Reporting to the Vice President of Regulatory Affairs & Resource Planning, you will lead complex, cross-functional regulatory efforts end to end—setting direction, translating strategy into executable workstreams, and using strong project management skills and work product to keep people, decisions, and deliverables on track. You will collaborate closely with internal subject matter experts and external advisors to proactively solve problems, coordinate inputs such as testimony/exhibits/discovery, and deliver clear, decision-ready recommendations to senior leadership.

Requirements

  • Demonstrated success leading regulatory initiatives (e.g., rate cases, major filings, or adjudicatory proceedings)
  • Bachelor’s degree in Business, Accounting, Finance, Economics, Project Management, Public Policy or related field
  • 6+ years project management experience
  • Commission-facing experience, including developing or coordinating filings and written materials (testimony, exhibits, discovery responses, or compliance deliverables)
  • Exceptional analytical and writing skills, including the ability to craft clear, defensible positions and synthesize complex inputs into an integrated regulatory narrative
  • Executive-ready communication and the ability to influence across multiple business units, disciplines, and viewpoints

Nice To Haves

  • MBA, JD, or advanced degree preferred
  • formal certification such as PMI is preferred but not required

Responsibilities

  • Set and drive regulatory strategy for rate cases, filings, and related regulatory initiatives, ensuring alignment to enterprise objectives
  • Develop a cohesive regulatory narrative and decision-ready recommendations by synthesizing complex inputs from across the organization
  • Align priorities, resourcing, and dependencies across NWN Gas, Water, and SI to deliver coordinated regulatory outcomes
  • Establish governance, decision paths, and stakeholder alignment—partnering with senior leaders to surface risks, tradeoffs, and recommended paths forward
  • Use strong project management tools (scope, schedule, milestones, and accountability) to coordinate substantive inputs for testimony, exhibits, discovery, and filing packages
  • Improve how we plan and execute regulatory work by building repeatable playbooks, templates, and lessons learned across the footprint
