About The Position

Financial regulation is continually evolving and comprehensively shapes the financial services landscape. The Regulatory Strategy & Policy (RSP) Team is charged with overseeing the analysis of critical financial regulatory initiatives and proposed policies/standards set by global regulators, assessing their significant impact on the economy, clients, and bank operations. This Senior VP role guides Citi's regulatory policy advocacy efforts across regulatory bodies and trade organizations, contributing to the integration of Citi's overall regulatory strategy and engagement. It provides informed advice and guidance to senior management on important Anti-Money Laundering (AML) and sanctions-related regulatory policy developments. This role, reporting directly to RSP's Head of AML & Sanctions Regulatory Policy, will assist with the analysis and development of effective strategic approaches to promote sound regulatory policy on AML and sanctions. It involves senior-level engagement and collaboration with relevant regulators and trade organizations in the United States, coordinating with international team members to formulate and advocate for Citi's interests regarding current and forthcoming global AML and sanctions-related matters. The team routinely engages with Citi’s senior management and subject matter experts from across its businesses, functions, and geographies – including Risk, Finance, Legal, Independent Compliance Risk Management, Government Affairs and Citi’s business units – to formulate and advocate for Citi’s priorities with respect to current and forthcoming regulatory policy initiatives. Requirements

  • Minimum 10 years of progressive experience, with at least 5 years demonstrably contributing to and shaping complex AML and/or sanctions-related regulatory policy development and advocacy efforts, or in a senior regulatory role within a government agency (e.g., U.S. Treasury, OFAC, FinCEN, HMT, OFSI).
  • Subject matter expertise and thought leadership in AML and financial sanctions frameworks, coupled with a deep, strategic understanding of Citi's global products and services.
  • Comprehensive and informed understanding of banking regulatory, AML, KYC, and sanctions obligations for global systematically important banks, with the ability to interpret and apply these standards to complex business scenarios.
  • Proven understanding and ability to influence the current regulatory policy agendas of key U.S. and international standard setters (e.g., U.S. Treasury, FinCEN, OFAC, FATF), with demonstrated experience in navigating and contributing to their regulatory and policy development processes.
  • Excellent written and oral communication, negotiation, and presentation skills, with a demonstrated ability to articulate highly complex issues concisely and persuasively to diverse senior internal and external stakeholders, and to facilitate constructive dialogue effectively.
  • Strong critical thinking and strategic judgment, capable of anticipating future policy trends and developing proactive responses.
  • Proactive, results-oriented leader demonstrating outstanding initiative, creativity, adaptability, and resourcefulness to effectively manage multiple, competing, and high-priority regulatory initiatives.
  • Demonstrated ability to operate autonomously in a complex environment while fostering collaborative efforts across internal and external teams to achieve strategic objectives and deliver exemplary work products under tight deadlines.

  • Strategic awareness and practical experience in the digital assets ecosystem, including a sophisticated understanding of emerging technologies and techniques to combat illicit finance, is highly desirable.

Responsibilities

  • Guide and strategically contribute to the analysis of complex AML and sanctions-related policy issues and proposals, fostering engagement with internal subject matter experts across Citi's five businesses through various advocacy forums.
  • Proactively monitor, analyze, and report on significant U.S. and international AML and sanctions developments, evaluating their broad impact on Citi's businesses and the financial industry, and supporting the resolution of complex issues that arise from these developments.
  • Contribute to and direct the development of comprehensive regulatory strategy and advocacy briefing materials for senior management, including the drafting of impactful policy issue summaries and strategic talking points.
  • Oversee and facilitate the preparation of all reports, internal communications, and presentations related to regulatory advocacy, ensuring clear and compelling synthesis of new proposals and final standards for diverse senior audiences.
  • Develop and strategically manage robust relationships with critical internal and external stakeholders, offering guidance and influencing discussions on policy developments, advocacy strategy, and promoting adherence to global AML and sanctions standards.
