About The Position

Make an Impact on Oklahoma’s Energy Future The Oklahoma Corporation Commission is seeking a highly detailed non-supervisory Programs Manager III as a Regulatory Reporting & Compliance Manager. This position will be responsible for managing and overseeing the Public Utility Division’s (PUD) regulatory reporting and compliance monitoring program for regulated utilities and related entities. This position provides coordination, and accountability for the receipt, tracking, review, and management of recurring regulatory submissions required under Oklahoma statutes, administrative rules, Commission orders, and applicable federal and regional requirements. The role establishes operational structure, ensures consistent compliance oversight, and supports the Commission’s statutory mission to protect the public interest through effective regulatory administration. The position manages workflow priorities, and serves as the escalation point for compliance and reporting issues.

Requirements

  • High School Diploma or equivalent required.
  • At least five (5) years of relevant experience in public utility regulation, accounting, finance, or auditing.
  • Familiarity with: Oklahoma Administrative Code (Title 165) Utility regulatory reporting requirements Compliance monitoring processes
  • Experience managing operational programs
  • Experience developing procedures, tracking systems, or compliance workflows
  • Ability to manage complex regulatory workloads and ensure timely and accurate compliance.
  • Ability to make sound judgment to interpret rules, identify deficiencies, and implement effective processes.
  • Ability to communicate with multiple teams and maintain accountability.
  • A collaborative working style—no direct supervisory responsibilities, but high expectations for influence and contribution.

Responsibilities

  • Manage Compliance & Reporting: Oversee the PUD’s regulatory requirements, ensuring all submissions are accurate, documented, and meet statutory rules.
  • Systems & Controls: Establish a centralized reporting calendar, internal controls, and tracking systems to streamline operations and ensure record retention.
  • Stakeholder Coordination: Act as the primary liaison and escalation point for utilities and stakeholders regarding deadlines and compliance issues.
  • Monitoring & Improvement: Track legislative changes, identify reporting deficiencies, and implement process improvements to increase efficiency.
  • Strategic Support: Support submission audits, investigations, and cross-functional initiatives while providing workload and practice recommendations to leadership.
  • Oversee a diverse portfolio of recurring regulatory submissions (annual, quarterly, monthly, and event-driven), including: Energy: Tariffs, renewable energy, water, energy efficiency, electric vehicles, and time-of-use. Operations & Reliability: Reliability, vegetation management, and meter sampling. Market & Financials: SPP market activity, securitization, fuel cost adjustments, and transmission costs. Agreements & Planning: Franchise/interconnection agreements, RFPs, and avoided cost/energy prices. Infrastructure: Construction and decommissioning notifications, plus interconnection certifications.
