About The Position

GCI's Regulatory Program Manager will be responsible for oversight of assigned programs such as Universal Service High Cost, Low Income, or Contribution; Eligible Telecommunications Carrier status; grant compliance; tariffs and rate posting; regulated revenue; Regulatory Commission of Alaska (RCA); FCC Compliance; or other programs as assigned. The Program Manager will act as the subject matter expert for internal and external stakeholders, give regulatory guidance and strategy to departments or project teams regarding design, development, evaluation, or marketing of products, and direct or prepare the submission of regulatory agency applications, reports, and correspondence.

  • High School diploma or equivalent.
  • Bachelor’s degree in business administration, finance, economics, or related field.
  • Minimum seven years of increasing responsibility in regulatory, compliance or related regulated industry experience.

Responsibilities

  • Program Management:
  • Support the value realization of programs. Ensure consistent interpretation and application of guidance, rules, and regulations that impact services provided.
  • Support the corporate vision and strategic plans by clearly defining compliance requirements.
  • Communicate regulatory information to multiple departments and ensure that information is interpreted correctly.
  • Contribute to roadmap plans that secure growth and profitability for the organization by identifying compliance needs and proposing novel options for compliance.
  • Support an effective governance model for programs that:
  • establishes clear roles and responsibilities,
  • identifies approval processes and escalation points,
  • identifies risk points and suggests mitigation strategies,
  • prioritizes actions for effectiveness and
  • tracks program through the entire lifecycle
  • Direct documentation efforts to ensure compliance with regulations and standards.
  • Advocate for personnel resources necessary for departments to carry out regulatory requirements.
  • Provide functional leadership and clarity to internal resources, consultants, and contractors around company governance, policies, and procedures.
  • Achieve operational excellence objectives by contributing information and recommendations to strategic plans and reviews, identifying and implementing productivity and quality standards, resolving problems, completing audits, identifying trends, determining system improvements and implementing change.
  • Program Discovery & Optimization:
  • Support GCI’s growth efforts by monitoring emerging trends in the regulatory landscape and identifying potential impacts on organizational processes.
  • Evaluate the company’s current processes, existing personnel, organizational structure, data resources, and infrastructure/systems/platforms in a cross-functional way to identify opportunities for transformational change.
  • Support an adaptive program management approach that enables organizational process change/evolution as necessary to enhance overall efficiency and promote growth.
  • Project Planning & Analysis:
  • Work with business units / vertical departments to create/maintain data sets and quantitative models needed to support planning and execution across programs. Review historical trends, research demand drivers, prepare forecast data, evaluate prepared forecast data, and evaluate results.
  • Assist business units / vertical departments in evaluating new business opportunities and change initiatives by providing appropriate assessment models and other analytical support.
  • Program Representation:
  • Discuss, persuade, and defend GCI’s position and needs to external bodies. Develop recommendations that advance GCI’s ability to deploy advanced services. Develop and maintain strategic relationships with external resources.
  • Provide clarity, status, and direction to internal parties. Communicate clear analysis and roadmaps for each program. Act as subject matter expert and first point of contact to internal resources.
  • Collaboration:
  • Proactively build collaborative relationships with key stakeholders, business unit/vertical department leads, and external parties.
  • Build company-wide partnerships in support of GCI’s strategic vision.
  • Excellent verbal, written, and electronic communication skills. Persuasiveness in communication is a must.
  • Ability to accurately communicate information virtually (i.e., Teams), over the phone, and in-person in a clear and concise manner to a range of audiences.
  • Maintain assigned regulatory program compliance calendars, ensuring filings and deadlines are met.
  • Draft correspondence, reports, and applications to regulatory agencies.
  • Serve as first point of contact for routine internal and external stakeholder inquiries.
  • Support audits and compliance reviews related to assigned programs.
  • Prepare summaries of regulatory updates and communicate changes to internal stakeholders.
