About The Position

This is a leadership position that supervises and manages a team of Supervising Engineers and indirect staff on the ERP review team.

Requirements

  • Knowledge Of: Environmental Resource Permitting Rules and Florida Statutes; engineering and environmental technical practices; personnel management and motivation.
  • Skilled In: Providing excellent customer service; conflict resolution; working effectively with others of differing viewpoints; managing, prioritizing, implementing, and completing multiple tasks under specific timeframes; resolving complex compliance and enforcement matters; basic computer software (word processing, spreadsheets, databases, etc.); performing review of ERP applications; rule development.
  • Ability To: Consistently demonstrates highly effective creative thinking, problem solving, collaboration, customer service, and team building skills and abilities; effectively leads and positively influences others within and outside their work unit through active participation at Program and Division level meetings; proactively identifies and facilitates the implementation of process improvements, program efficiencies, and consistency measures at an individual, team, and program level; and demonstrates an exceptionally high level of technical expertise; and consistent and effective modeling of the “self” and “other” leadership competencies.
  • A bachelor's degree from an accredited college or university in civil, hydraulic, water resource, environmental, or agricultural engineering or a closely related engineering field, registration with the State of Florida as a Professional Engineer and six years of professional experience in environmental or water resources field, one of which includes leading a project team, coordinating activities of a work group, or serving as a team lead.
  • A master's degree from an accredited college or university in civil, hydraulic, water resource, environmental, or agricultural engineering or a closely related engineering field can substitute for one year of the required non-supervisory experience as described above.
  • Valid State of Florida Driver’s License.

Responsibilities

  • Regular communication with supervisors to ensure consistency and alignment with District rules, Florida statutes, and Division procedures
  • Reviewing and signing off on technical documents
  • Facilitating the resolution of elevated projects
  • Keeping Division leadership updated on projects of heightened concern
  • Supports the Division’s performance goals and mission
  • Completes performance appraisal and collaborates with Division leadership on ratings
  • Fosters team building and employee development
  • Signs off on second Request for Additional Information (RAI) letters
  • Promotes a culture that implements situational awareness and reasonable assurance measures
  • Ensures supervisors are assisting staff with dashboard and project management
  • Participates in bi-weekly project discussion meetings; Leadership Coordination meetings; leadership workshops; annual division-wide offsite meetings; open house meetings; collaboratively selects Employee of the Month nominee; develops, leads and participates in and/or facilitates process improvements
  • Coordinates or helps to coordinate with State or Federal Agencies, such as Florida Department of Environmental Protection (FDEP), Florida Department of Agriculture and Consumer Services (FDACS), Florida Fish and Wildlife Conservation Commission (FWC), Florida Department of Transportation (FDOT), U.S. Army Corps of Engineers (USACE), and U.S. Fish and Wildlife Service (USFWS), regarding regulatory matters of implementation and consistency related to State and Federal rules
  • Represents the Division or District at interagency regulatory coordination meetings and public outreach events
