About The Position

The Regulatory Compliance Specialist at Harvest Midstream is responsible for coordinating the implementation of successful CFR 192/195 regulatory compliance programs to ensure that all federal and state regulatory agency requirements are met for the company's gas pipeline assets. This role provides essential regulatory support and guidance for gas and liquids L48 Control Room Management (CRM). The specialist must possess a strong knowledge and experience of the relevant regulations, including 49 CFR 191, 192, and 195, as well as various state regulations, particularly in states such as Colorado, Louisiana, New Mexico, North Dakota, and Texas. In this position, the specialist will maintain the written CFR 192/195 Operations and Maintenance (O&M) Manual, including forms and procedures, ensuring that annual reviews are conducted and that updates and changes to regulations are incorporated. The role also involves coordinating and supporting the successful completion of regulatory audits associated with gas and hazardous liquids pipelines. This includes completing pre-audits, monitoring compliance requirements for assets, and recommending corrective actions as necessary. The specialist will serve as a liaison with pipeline regulators, representing Harvest during agency interactions and inspections. Additional responsibilities include overseeing and executing tasks related to 192/195 pipeline annual reporting and other regulatory filings, conducting jurisdictional analysis of gas and hazardous liquids assets, and managing PHMSA-reportable leak reports. The specialist will also develop and track various pipeline regulatory metrics, providing reports to management on development strategies for improvement or mitigation. Furthermore, the role requires reviewing potential or new acquisitions to ensure regulatory compliance and communicating regulatory requirements to appropriate internal teams. The specialist must remain current on the latest developments in new and proposed PHMSA and other state-specific pipeline regulations, organizing and maintaining reporting tools to keep management and stakeholders informed of compliance tasks and potential challenges. The position requires adherence to the company's core values of integrity, ownership, urgency, alignment, and innovation, and supports the company's vision and mission. The specialist must be available for travel up to 25% of the time and be on call for emergencies and questions, demonstrating a commitment to maintaining employee confidence and protecting company assets.
