About The Position

IEM is looking for a Full Time- Regulatory Compliance Officer to join our Disaster Recovery team in Puerto Rico. Primary Location: Live within a commutable distance to Isabella, PR, Guaynabo, PR or Ponce, PR. Work in an Office Environment with a team.

Requirements

  • Experience: Five (5) years of experience working in the regulatory compliance field.
  • Ability to apply the requirements, policies, and procedures of the disaster housing program.
  • Ability to articulate details of the program in person, over the phone, and in written communication in a manner that is understandable by the client, stakeholders, and interested entities.
  • Ability to use analytical skills to interpret and evaluate information.
  • Highly organized and detail-oriented.
  • Strong customer service skills and knowledge of customer service best practices.
  • Ability to maintain confidentiality of program information.
  • Proficiency with Microsoft Office and other relevant applications.
  • Legal knowledge of real estate transactions.

Nice To Haves

  • Juris Doctor from an accredited college or university with a focus in real estate law, and active license to practice law.
  • Five (5) years of experience working with Community Block Grant Disaster Recovery programs.
  • Experience as a notary in real estate closings.

Responsibilities

  • Ensure that program activities and contracts follow applicable federal, state and Puerto Rico regulations.
  • Develop and implement policies, standards, and procedures to monitor compliance of all parties within applicable regulations.
  • Provide leadership, develop policies and procedures, and supervise, manage, and enforce the activities of the Compliance Office to maintain compliance standards, including but not limited to: Intake/Eligibility Specialists, Document Management Specialists, Final Duplication of Benefits (FDOB), Awards meeting and signing, Relocation Voucher Issuance, Relocation Real Estate Closings, Closeout QC Specialists, Inspections and Scoping Team, Warranty and Invoice Specialists, Contractors’ Processing Team, Fraud and Internal and External Monitoring Coordinator(s)
  • Apply knowledge of Puerto Rico housing laws, norms, and procedures.
  • Maintain open lines of communication with all relevant decision makers and stakeholders to keep all parties informed of regulatory changes as they may apply to the programs.
  • Complete compliance reviews of legal real estate transactions, title studies, and other documents related to real estate transactions to ensure compliance with federal, state, and local regulations.
  • Develop and maintain protocol for fraud prevention, reporting and tracking for the CDBG-DR Puerto Rico program.
  • Apply knowledge of the Davis Bacon Act, the Work Hours and Safety Standards Act, the Copeland “Anti-Kickback” Act, Fair Housing and Equal Opportunities Standards, Section 3 requirements of the Housing and Urban Development Act of 1968, Minority Business Enterprises and Women Business Enterprise.
