About The Position

The purpose of this classification is to perform duties related to overseeing voter registration or absentee voting activities. Responsibilities include supervising assigned staff and voter registration or absentee voting operations; and maintaining and interpreting voter registration or absentee voting laws, policies, and procedures. This classification is distinguished from the Registration Chief in that this classification oversees the daily registration and absentee voting operations in addition to supervising assigned staff, whereas the latter prepares divisional annual budgets and implements reapportionment functions mandated by the state legislature in addition to managing assigned staff.

Requirements

  • Bachelor's Degree in business or public administration, political science, or a related field required.
  • Three (3) years of experience in voter registration, elections, and performing administrative duties in a public sector environment.
  • Two (2) years of lead and/or supervisory experience.
  • Proficiency in the performance of the essential functions and ability to learn, comprehend, and apply all county or departmental policies, practices, and procedures.

Nice To Haves

  • Experience with GARViS (Georgia Registered Voter information System).
  • Experience in GIS (Geographic Information System) and street maintenance.
  • Knowledge of Georgia Election Code and SEB (State Election Board) Rules for voter registration.

Responsibilities

  • Oversee operations and administration of plans for the Registration Division: supervises processing of voter registration, voting operations, mail room, annex support areas, and maintenance of street indexes and redistricting; supervises absentee ballot counting and provisional processing; assists in overseeing operation of new and existing computer systems within the Registration Division; and performs research and prepare critical reports.
  • Supervises, directs, and evaluates assigned staff: develops and oversees work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; compiles and reviews timesheets; directs work; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
  • Participates in planning, budgeting and evaluation of division operations: plans, forecasts, and prepares annual registration division budget; reviews previous comparable year's budget and consults with staff on future needs; makes recommendations to Registration Chief as needed for budgeting, staffing, equipment and supplies.
  • Serves as departmental records management officer: maintains files and submits records and elections materials to the Central Records Center: performs information maintenance and retention functions.
  • Maintains and interprets voter registration or absentee voting laws, policies, and procedures: advises staff and the general public on various registration and election procedures and activities; and monitors legislation affecting absentee ballots and voting.
  • Supervises absentee ballot counting and provisional processing: verifies supplies needed for processing absentee ballot counting; validates and verifies absentee ballot before transferring to the EPC; schedules employees to work in Absentee Ballot Counting Center on election night; trains employees assigned to work in the Absentee Ballot Unit; verifies absentee ballot counting and ballot cast report; transports absentee ballots to the EPC; stores exception ballots for Vote Review Panel; and supervises data processing of provisional ballots.
  • Coordinates registration activities with other agencies and County Departments: ensures that needed requests are completed on time; attends supervisors meetings and staff meetings in Registration Division; and attends training meetings and seminars such as VRAG.
  • Serves as liaison with IT and State resolving computer problems related to the Voter registration system: tests changes and enhancements for Voter Registration System; tests various software upgrades and informs staff of changes and/or enhancements; coordinates movement of PC's, terminals, and printers within the division and maintains master plan of division wiring scheme; and conducts research for new computer ideas for effective automation.
  • Maintains current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to elections equipment, processes and procedures; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as needed.
