About The Position

The Registrar at OSU-Oklahoma City is responsible for the provision of student record-related services with an emphasis on compliance, collaboration, and customer service. The Registrar provides strategic planning, direction, and supervision for the Registrar’s Office, including Military and Veteran Services. The Registrar manages all operations within the department, including configuration and ongoing maintenance of the student information system, registration, student academic records, graduation clearance, awarding degrees and other credentials, student certification services, transcripts, transfer credit evaluation, course scheduling, publications (catalog and university calendar), and National Student Clearinghouse enrollment and degree reporting. The Registrar collaborates with the Provost’s Office, academic deans, enrollment management, governance groups and the faculty on the development and enforcement of university academic and administrative policies affecting students and courses. They also oversee all training, supervision, and evaluation of Registrar’s Office staff. The Registrar works with campus partners to ensure compliance with federal and state regulations, including the Family Educational Rights and Privacy Act (FERPA), as well as those of other regulatory agencies. While appropriate duties may be delegated to others, the Registrar may neither delegate or relinquish responsibility for results.

Requirements

  • Bachelor's (degree must be conferred on or before agreed upon start date)
  • Minimum of three to five years progressively responsible work experience in a Registrar’s Office at a post-secondary institution or related field.
  • Experience working with student information system and customer relationship management software.
  • Experience working in a fast-paced and customer service rich environment.
  • Experience working in both collaborative/team environments and in positions that require individualized work with minimal supervision.
  • Demonstrated commitment to exceptional service to all constituencies (e.g., students, faculty, staff and alumni).
  • Knowledge and understanding of the Family Educational Rights and Privacy Act (FERPA).
  • Strong interpersonal skills and ability to communicate diplomatically, clearly, and effectively, both verbally and in writing to exchange information, give/receive instructions and respond to inquiries appropriately with all students, faculty, staff and community partners.
  • Exceptional problem solving and critical thinking skills required, must be able to evaluate data to identify new conclusions based on findings.
  • Ability to handle multiple assignments and prioritize effectively with high degree of accuracy and attention to detail.
  • Ability to think objectively and interpret meaningful themes from quantitative and qualitative data.
  • Demonstrated coordination, planning, and organizational skills, managing multiple projects simultaneously.
  • Demonstrated proficiency in managing and optimizing enterprise-level student information system platforms and the ability to manage system configuration, data integrity, and regulatory compliance.
  • Ability to implement secure systems for academic records and sensitive student data in compliance with regulations like FERPA.
  • Skills in troubleshooting, testing and coordinating system upgrades and new system implementations.
  • Capacity to integrate emerging technologies into academic and administrative processes, and to align technological initiatives with institutional goals.
  • Ability to manage multiple priorities imposed by frequent deadlines, peak workloads, and public/student contact.
  • Ability to work independently and collaborate within a team environment while effectively managing multiple priorities and deadlines.

Responsibilities

  • Provides leadership in the development and advancement of OSU-OKC’s strategic enrollment and completion goals.
  • Actively participate on appropriate leadership teams, campus committees, and professional organizations.
  • Works effectively and collaboratively with all segments of the university community to manage departmental operations and initiatives.
  • Develops innovative proposals to improve practices and provide quality service to students and the campus community.
  • Articulates knowledge of academic policies and procedures to internal and external colleagues and university partners.
  • Assist with campus-wide recruitment, retention and graduation efforts.
  • Represent OSU-OKC on a variety of system-wide and state-wide committees and organizations in support of inter-institutional policies, agreements, data management and reporting.
  • Effectively leads and supervises the Registrar’s Office staff.
  • Establishes priorities for work assignments, monitors progress, and reviews work to ensure compliance to policy and accuracy of data.
  • Administers the departmental budgets.
  • Identifies areas for improvement and implements solutions through continuous process improvement strategies.
  • Works with campus partners to identify, develop, and review key performance indicators, standard operating procedures, and process documentation.
  • Provides oversight of departmental publications, marketing materials, webpages, and social media platforms.
  • Responsible for the administration of departmental technologies, software, and student information system (Banner) modules.
  • Maintains understanding of and compliance with all applicable state and federal laws, policies and procedures related to educational records, academic standards, and veterans’ benefits.
  • Provides interpretation of OSRHE policy to the campus community and works with the State Regents regarding clarification when needed.
  • Establish effective relationships with faculty and academic partners across campus, collaborating on issues relating to curriculum, university policies, and other areas of Registrar responsibility.
  • Maintain student information system configuration, including but not limited to, academic calendar, academic history, course catalog class schedule, registration, and transcripts.
  • Serve as a School Certifying Official (SCO) for Veterans Affairs.
  • Serves as the FERPA Officer for the University, assures that all FERPA regulations are met and provides training to college community on FERPA guidelines.
  • Works with OSU legal on the lawful response to subpoenas related to the access of student records and information.
  • Understands duties of all functional areas under their purview and can step in temporarily if necessary (e.g., during emergencies or staffing gaps) and maintains oversight.
  • Issue official transcripts and certifications, ensuring compliance with FERPA.
  • Develops, implements and manages assessment practices and prepares customized reports.
  • Maintains and analyzes student and related educational data for internal institutional planning. Prepares reports to inform the development of campus and departmental strategies.
  • Provides information required for various external compliance reporting. Coordinates the submission of specialized annual reports in a timely and accurate manner.
  • Assists with Department of Defense Memorandum of Understanding and the Department of Veteran Affairs reporting and auditing to ensure compliance of programs.
  • Work closely and collaboratively with partners on campus to ensure accuracy of reporting data and determining proper data reporting structures.
  • Completes all mandatory training and participated in a minimum of two professional development each year.
  • Performs other duties as assigned.
