Explore more details on the Benefits of Working at HHS webpage. The Habilitation Therapies Clinician/State Reviewer (RT V) performs duties within the scope of practice of a registered Therapist. The Reviewer reports to the Director of Operations at state office with clinical oversight by the Habilitation Therapies Discipline Coordinator in the State Supported Living Center (SSLC) division. Work involves planning, development, coordination, evaluation, and quality assurance activities related to Habilitation Therapies and Physical Nutritional Management (PNM) programs in alignment with the Department of Justice v. State of Texas Settlement Agreement with the SSLCs. The position gathers and analyzes data through various health and programmatic monitoring tools to identify clinical issues, assess efficacy of services, and determine the status of compliance with system and external monitors. The position evaluates Habilitation Therapies documentation, services and supports, PNM services, and other related clinical and programmatic areas to provide information and recommendations for improvement. The Clinician/State Reviewer provides education and technical assistance to Habilitation and other SSLC staff to improve performance on identified deficiencies and to assist in attainment of goals and long-range plans for Habilitation Services and related areas.

Requirements

  • Must be licensed as an Occupational Therapist by the State of Texas.
  • Must be licensed to practice Physical Therapy in the State of Texas.
  • Must be licensed in Speech Language Pathology in the State of Texas.
  • Graduation from an accredited college or university program with major course work in physical therapy is preferred.
  • Experience in therapeutic rehabilitation work.
  • Experience and education may be substituted for one another.

Responsibilities

  • Utilizing assigned monitoring and audit tools, data is obtained and analyzed in order to provide an accurate clinical picture of Habilitation Therapies/PNM services provided to individuals served.
  • Provides analysis of data and observations and recommendations for improvement following completion of reviews/consultations.
  • Communicates, teaches, follows up and assists in implementation and follow up of quality improvement initiatives.
  • Demonstrates the ability to communicate well and provide education to employees at all levels of the organization, individuals who reside at the facility, and external monitoring groups.
  • Actively participates in and/or facilitates workgroups and committees as assigned.
  • Practices professional & prudent therapy services in compliance with the Therapist Practice Act and agency/facility policies & procedures.
  • Performs highly advanced on-site program review of facility implementation of PNM programs, policies, procedures, protocols, and practices and compliance with the Department of Justice v. State of Texas settlement agreement for the SSLCs.
  • Performs specific on-site mentoring and consultation with SSLC therapy staff, clinical staff, and direct support staff to facilitate the consistent implementation of PNM policies, procedures, protocols, and practices.
  • Performs assessment and identification of strategies to eliminate barriers to consistent staff implementation of PNM policies, procedures, protocols, and practices.
  • Provides information regarding need for specific staff training and improvements necessary to support consistent staff implementation of PNM practices to achieve reduction in negative health outcomes.
  • Reviews documentation and implementation of monitoring tools and provide assistance, as requested, in refining tracking systems.
  • Maintains regular communication with the State Office Coordinator of Habilitation Therapy Services and the State Office Director of Operations to ensure effective coordination with State Office expectations.
  • Provides written reports of activities and recommendations to the State Office Coordinator of Habilitation Therapy Services and the State Office Director of Operations following onsite visits and reviews.
  • Collaborates with the Coordinator of Habilitation Therapy Services and State Center staff to share and facilitate best practices, ensure uniformity of procedures, support system values and mission, and to assist the State Office Coordinator of Habilitation Therapy Services to complete projects as requested.
  • Travels up to 50% of the time to complete State Reviewer duties and other assigned on-site visits.
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
