About The Position

The Office of Mental Health is recruiting to fill a Registered Nurse 3 Consultant Mental Health, G-22, position in the Office of the Chief Medical Officer. Under the direction of the Chief Executive Nursing Officer, the Register Nurse 3 will be responsible for, but not limited to: Serve as the Administrator of the OMH Nurse Development Program (NDP) including completing all activities related to the approval of new NDP applicants Collaborate with the Consolidated Business Office, processing NDP applications and reimbursements in accordance with the rules and regulations concerning expenditure of State Funds that are approved in the annual OCNS Spending Plan Collaborate with indicated OCNS team members on the gathering, compilation, analysis of the nursing professionalism data (June and December)and sharing the data with OCNS CENO, facility CNOs and other CO leadership team members as requested Establish and continually update the BSN and 10 list, including tracking the status of the nurses who are pursuing or not pursuing the required BSN and collaborating with relevant facility nursing and HR leadership on strategies to support the nurses accessing other available financial support beyond the NDP, including loan repayment and loan forgiveness Collaborate with each facility nursing service on the promotion of the NDP by conducting onsite educational fairs and virtual webinars with targeted outreach with the facilities where the percentage of nurses with a BSN is below 50% Collaborate with other OCNS team members and facility Nurse Educators to provide targeted on-site training and coaching to improve uptake and drive dissemination of priority initiatives and evidenced based practices at State Operated Facilities and Programs to improve the quality of patient care. Serve as the OCNS lead on collaborations with the Bureau of Health Services on initiatives related to the physical health of patients/clients in care including but not limited to driving lung cancer screening, driving strategies to improve the use of medication assisted treatment to drive treatment of Tobacco Use Disorder, uptake on mammograms and other women health issues treatment Arrange and collaborate with IT and support staff to deliver trainings and conferences, including utilizing a variety of audio/visual equipment safely and efficiently.

Requirements

  • Open Competitive: possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure clinical nursing experience in a mental health setting.
  • Substitution: a bachelor's degree in nursing may substitute for one year of post licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.
  • Transfer: Candidates must have permanent status as a Registered Nurse 3 (Consultant Mental Health) and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.

Responsibilities
