About The Position

Position Purpose: The Regional Manager of Metering is responsible for overseeing and managing all aspects of meter operations, compliance and performance optimization including but not limited to purchasing and inventory controls, meter reading, meter testing, meter installations, and maintenance and operation of the various meter reading technology including AMR and AMI Systems for the Sensus and Neptune Technologies. Incumbent will be the subject matter expert and resource in the area of metering and its related technology for all Municipal Water contract Services of the Northeast project locations. The incumbent ensures that all activities are carried out efficiently and in accordance with standards and contract requirements. In addition, this position is directly responsible for the management of the Jersey City Metering Department and reports to the Senior Director of Customer Service.

Requirements

  • High School Diploma/GED is required.
  • A minimum of 10 plus years Management experience in leading a metering team as well as overseeing all relevant functions such as meter reading, testing meter installations/replacements of all meter sizes and relevant meter reading devices.
  • A minimum of 10 plus years Management experience in meter purchasing and inventory as well as managing metering programs including scrap programs.
  • Knowledge of water delivery and distribution systems.
  • Functioning of water meters and their various applications.
  • Computer hardware and software and their interfaces with Billing Systems.
  • Recommend, develop, and implement new technologies relating to meter reading.
  • Analytical skills with a sound background on meter technology including meter failure analysis.
  • Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
  • Establish and maintain effective working relationships with clients and key stakeholders.
  • Knowledge of occupational hazards, safety precautions, and safety regulations to ensure safe work practices.
  • Foster innovative ideas and streamlines operations to provide meaningful value to customers and clients.
  • Managing situations that require diplomacy, fairness, firmness and sound judgment.
  • Must be able to read and write.
  • Ability to learn new water industry technology and teach.
  • Valid State Driver's License.
  • Walking on uneven terrain; climbing hills and stairs; moderate lifting up to 25 pounds; sit, stand and walk for long periods at a time.
  • Must be able to speak, see clearly and hear. Must be able to smell gases.

Responsibilities

  • Oversees Jersey City department operations and objectives, personally resolving significant or complex problems and when required, inspects department projects. Working with supervision, the incumbent develops and closely monitors manpower usage plans on a daily, monthly and yearly basis.
  • Develops operating strategies to optimize reliability and efficiency and sets objectives and schedules for implementation for the Northeast Region.
  • Responsible for overseeing material management process as it relates to purchasing and/or reconciliation of purchase orders and inventory for the Northeast Region.
  • Oversee vendor selection for outside contractor work and oversee overall performance and billing of said project. This includes, but is not limited to assisting with writing RFPs, evaluating bids and vendor selection. Act as company liaison to ensure open communication between contractor and the Municipal client as needed for the Northeast Region.
  • Responsible for managing all the Jersey City interconnect meters, bulk meters and provide monthly reports on consumption pattern trends including readings for billing.
  • Manage programs related to water metering including but not limited to meter data management and large and small meter testing.
  • Submits required reports and analysis as per contract requirements and responds / provides on demand information as requested by the Client or other entities associated with the Municipal Client.
  • Remain abreast of new products, equipment and techniques in the meter field and make recommendations for updating or improving existing equipment. This includes, but is not limited to, establishing professional relations with industry vendors and attending appropriate AWWA conferences as directed by the Senior Director, Customer Service.
  • Assist in business development as required and to provide specific technical support to expand Veolia’s capability to offer valued services to clients.
  • The incumbent interacts effectively and diplomatically with management, bargaining unit employees, regulators, municipal officials, customers and the general public. He/She participates on monthly meetings with the clients to provide updates and discuss performances.
