As a Liberty Military Housing Regional Environmental Manager (REM) for the Western Region, you will be responsible for overseeing and ensuring compliance with environmental regulations across the Southwest Marines, Southwest Navy and Joint Base Lewis McChord regions for Liberty Military Housing. You will oversee one direct report, the Environmental Compliance Specialist and provide strategic management and guidance on diverse environmental compliance aspects, including hazardous materials and waste, lead-based paint, asbestos, mold, radon, cultural resources, natural resources and more. You will collaborate closely with property management (PM) teams, construction services (CS), government partners, consultants, and legal counsel to maintain regulatory adherence to environmental regulations, environmentally related company policies, and project document requirements.

Requirements

  • Excellent verbal and written communication skills, including ability to effectively communicate with internal and external customers.
  • Excellent computer proficiency (MS Office – Word, Excel and Outlook).
  • Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Bachelor’s degree or higher in Environmental Science, other Science, Engineering, Industrial Hygiene or other related field.
  • At least 10 years’ working experience related to environmental compliance.
  • Strong knowledge of environmental regulations (e.g., OSHA, EPA, HUD, DOT, CA DTSC).

  • Environmental Certifications including IICRC WRT/AMRT, DOT, CHMM or other environmental certifications preferred.

Responsibilities

  • Hazardous Materials and Waste Management:
  • Provide guidance to PM and CS relating to hazardous materials (HM) and hazardous waste (HW) management.
  • Ensure shops are inspected quarterly for compliance with environmental regulations and the LMH HM and HW Management Guide.
  • Keep records and create spill response notifications for HM spills per the HMRPs.
  • Obtain waste disposal permits as needed and coordinate with contractors for disposal of hazardous waste generated by our operations.
  • Prepare annual California DTSC Hazardous Waste Generator verifications.
  • Wastewater/Storm Water Management:
  • Provide compliance guidance to PM and CS teams and coordinate permits as necessary.
  • Educate PM teams on storm water best management practices as necessary.
  • Lead-Based Paint (LBP) and Asbestos Containing Materials (ACM) Management:
  • Provide guidance to PM and CS relating to compliance with the LBP & ACM O&M Plans;
  • Maintain knowledge of new legislation relating to LBP and ACM;
  • Coordinate annual 10 percent O&M inspections;
  • Coordinate surveys for LBP and ACM for renovation projects, as needed;
  • Coordinate with PM, CS, and consultants for painting/renovation projects which would trigger the EPA Renovate Right Rule or abatement regulations including project oversight, required notifications, and record keeping.
  • Coordinate with PM, CS and consultants for renovation projects involving ACM abatement.
  • Mold Management:
  • Provide guidance to the Mold O&M Coordinator.
  • Obtain and maintain IICRC WRT and AMRT certifications.
  • Stay updated on mold-related legislation.
  • Cultural Management:
  • Provide guidance to PM and CS staff for management of historic resources in accordance with Programmatic Agreements (PAs);
  • Coordinate project reviews Qualified Historic Preservation Consultants (Architectural Historian, Qualified Historians, and Archaeologists) as needed for renovation projects.
  • Coordinate the preparation of Annual Cultural Resources Reports in accordance with Programmatic Agreements.;
  • Coordinate initiation of new MOUs or new PAs as needed.
  • Maintain the Historic File for each historic home in accordance with the PA.
  • Natural Resources Management:
  • Provide guidance to PM and CS staff on Natural Resource protection (including the Migratory Bird Treaty Act);
  • Review proposed projects for potential impacts to natural resources and identify approval requirements and permits if needed.
  • Coordinate project approval processes with the government, as needed.
  • .Radon and Air Quality Management:
  • Coordinate radon testing and reporting.
  • Advise on air permits as necessary.
  • Unexploded Ordnance (UXO) Management:
  • Provide guidance to PM and CM with respect to UXO (Murphy Canyon).
  • Prepare Site Approval and UXO forms for submittal to NAVFAC for projects involving digging (Murphy Canyon) outside of developed areas.
  • Government Approval Process:
  • Review Project Approval Forms (PAFs) and Notice to Proceed (NTP) documents and identify whether a Site Approval Request, Cultural Review, ACM/LBP Testing or regulatory consultations are required.
  • Coordinate with PAF originator and CS to prepare the SAR form and support information required for government approval and communication any conditional requirements for the project.
  • Meetings and Record Keeping:
  • Attend Government meetings and/or conference calls and inspections relating to natural resources, cultural resources or environmental compliance as needed.
  • Maintain and update environmental plans/documents on share drive and the Knowledge Center.
