About The Position

The Regional Director of OSP will be responsible for overseeing all outside plant engineering, construction, and deployment activities across the Texas market. This role provides senior leadership for fiber network expansion, customer connectivity, and financial performance within the region. This position is accountable for delivering results across three core pillars: Passing Growth, Install Growth, and Financial Management. The individual must be a strong leader with demonstrated experience managing large-scale FTTH deployments, contractor performance, and capital-intensive programs while maintaining high standards for safety, quality, and customer experience.

Requirements

  • Bachelor’s degree in Engineering, Construction Management, or related field, or equivalent experience.
  • Ten (10) or more years of experience in telecom OSP or FTTH network deployment.
  • Five (5) or more years of experience leading large-scale, multi-market or regional fiber construction programs.
  • Strong understanding of aerial, underground, and MDU fiber deployment methods.
  • Demonstrated experience managing large capital budgets and contractor performance.
  • Strong leadership, communication, and decision-making skills.
  • Must be authorized to work in the United States.
  • Must be able to pass a background check and drug screen.
  • At least 2 professional references are required.

Nice To Haves

  • Experience with FTTH ISPs or telecom carriers operating in Texas markets.
  • PMP or similar project management certification.
  • Experience with GIS systems, permitting workflows, and network documentation standards.

Responsibilities

  • Responsible for all OSP network activity across the Texas fiber network.
  • Lead and manage regional OSP managers, construction managers, and project managers.
  • Drive Passing Growth by delivering backbone, distribution, and last-mile fiber builds on schedule.
  • Drive Install Growth by ensuring OSP readiness to support residential, MDU, and commercial customer installations.
  • Own Financial Management for regional OSP CapEx and OpEx budgets.
  • Forecast production rates, build costs, and resource requirements.
  • Manage and evaluate engineering, construction, and splicing contractors across Texas.
  • Ensure compliance with municipal, utility, state, and federal regulations and ROW agreements.
  • Partner with Engineering, Permitting, Install Operations, Sales, and Finance to support market launches and growth goals.
  • Monitor KPIs related to passings, installs, cost per passing, cost per install, quality, and safety.
  • Serve as the senior escalation point for OSP issues within the Texas region.
  • Champion a safety-first culture across all OSP activities.
  • Ensure accurate as-built documentation and network acceptance standards are met.
  • Provide executive-level reporting on regional performance, risks, and financial results.
