About The Position

EHCEC is the regional development anchor for East Harris County. We operate with the speed of a start-up, the discipline of a high-performance organization, and the responsibility of a backbone institution. We do not run disconnected programs. We build systems that move people, institutions, and communities forward. We build systems. We move fast. We measure outcomes, not activity. There is no playbook for this work. You are not stepping into a polished system — you are helping to build it. Community stability in East Harris County is not limited by the absence of services. It is limited by fragmentation. Families encounter housing support, food assistance, health navigation, public benefits, and disaster response as disconnected experiences rather than a coordinated safety net. Partners operate in parallel instead of alignment. Funders see activity without infrastructure. During a crisis, systems strain and families pay the cost. Without a unifying community resilience system: Families must self-navigate complex and disjointed services Crises repeat instead of being prevented Partners remain siloed Data is inconsistent and outcomes are unclear The Regional Director – Community Resilience & Ecosystem exists to solve this problem. This role designs, builds, and scales the regional community resilience backbone, creating clear pathways, aligning partners, strengthening coordination before and during crisis, and delivering measurable stabilization outcomes for households across East Harris County. This is a systems leadership seat , not a case management role or subject-matter-expert position.

Responsibilities

  • Design and launch a 3-year Community Resilience Framework adopted by leadership within 12 months
  • Build standardized referral and escalation pathways across partners, with 100% of core pathways documented and active
  • Define success metrics and operating definitions used consistently across programs and partners
  • Develop SOPs, dashboards, and reporting rhythms, with live dashboards tracking referrals, partners, and outcomes
  • Recommend and implement the optimal mix of direct services vs. partner-led delivery with the Executive Leadership Team
  • Lead a multi-project Community Resilience portfolio serving at least 1,200 households annually
  • Manage navigators and coordinators with clarity, coaching, and accountability while maintaining strong staff retention
  • Use project management tools (Monday.com, HubSpot) to drive pace, with 100% of projects tracked and owned
  • Maintain weekly execution cadence that reduces average time-to-service by at least 25%
  • Achieve and sustain a minimum 70% successful referral completion rate
  • Build and steward relationships with housing agencies, food banks, clinics, emergency management, and public systems, maintaining at least 20 active ecosystem partners
  • Convene quarterly partner meetings and cross-sector working groups with consistent engagement
  • Formalize collaboration through at least 5 MOUs within the first 12 months
  • Broker solutions across partners to resolve system gaps and reduce duplication of services
  • Track referral completion and time-to-service with at least 90% data completeness across systems
  • Publish quarterly dashboards and impact reports on time for internal leadership and funders
  • Use data to drive continuous improvement, demonstrating quarter-over-quarter gains in at least two core indicators
  • Model a Builder mindset that balances pace, ownership, mission, and performance in a fast-moving environment
  • Coach and develop team members through regular check-ins and on-time performance reviews
  • Share credit, own mistakes, and reinforce EHCEC’s low-ego, team-first culture
  • Maintain strong team morale and retention while operating under high accountability standards
