Project Overview: The Regional Certified Rigging Engineer (CRE) is based at Bechtel Equipment Operations, Inc., located in Sugar Land, TX, which provides operational and technical support to Bechtel's Infrastructure, Manufacturing & Technology, and Nuclear Safety & Environmental business units.Job Summary: The Regional CRE provides operational and technical direction to all Bechtel projects, rigging engineers, assigned construction engineers, construction personnel, including craft, regarding rigging-related construction processes, procedures, and requirements. The Regional CRE will provide operational guidance on behalf of GBU or regional management. #LI-BH1

Requirements

  • Typically requires a bachelor's degree in Civil, Structural, or Mechanical Engineering from an accredited university; PE license preferred (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
  • International experience includes proven work as a Certified Rigging Engineer on construction projects outside the country of origin.
  • Industry expertise spans Heavy Lift and Heavy Haul Operations, covering lifting equipment and heavy lift cranes, specialized cranes and alternative lifting systems, tailing techniques and rigging equipment, transport and transfer of equipment, marine works and soil mechanics, and load distribution systems and structural design.
  • Technical proficiency includes advanced knowledge of applicable codes and standards such as ASME B30.20 and BTH-1, along with advanced CAD drafting skills, with AutoCAD preferred.
  • Specialized knowledge encompasses barge crane operations, marine offloading facilities, piling equipment, and matting design.
  • Safety and compliance expertise reflects a strong understanding of the Bechtel ES&H Handbook, Core Processes, and the “Zero Accidents” safety program.
  • Additionally, there is industry influence through the ability to engage with associations and contribute to the development of codes and best practices for rigging safety.

Responsibilities

  • Serve as the Subject Matter Expert (SME) for heavy lift and heavy haul operations across M&M, NS&E, and M&T GBUs.
  • Coordinate with engineering teams on plant layout, foundation design, vessel/module design, lifting provisions, and load verification.
  • Assess and plan crane and heavy transport requirements; support preparation of Construction Equipment Schedules (CES) and associated budgets.
  • Provide recommendations for equipment selection related to heavy lift and heavy haul operations.
  • Define scope of work for subcontract packages and collaborate with Contracts to establish heavy lift/heavy haul subcontracts.
  • Prepare technical specifications and evaluate technical proposals for subcontractor bid packages.
  • Develop rigging execution plans and review/approve medium and critical lift and transport studies.
  • Select cranes, lifting hardware, and equipment to ensure safe execution of medium, heavy, and critical lifts.
  • Monitor compliance with approved rigging plans, applicable codes, and safety standards; conduct audits to verify adherence.
  • Provide operational and technical guidance to subordinates, subcontractors, and rigging crews; advise senior management as needed.
  • Coordinate with Traffic & Logistics on feasibility of heavy/oversize haul, barging, and marine operations.
  • Provide input to Procurement for specialized lifting and transport subcontracts.Prepare rigging plans, calculations, and specifications for rigging materials and lifting equipment.
  • Deliver rigging training courses for site personnel as required.
  • Collaborate with safety personnel to ensure compliance with rigging-related safety procedures.
  • Represent Bechtel in meetings with vendors and subcontractors, providing technical expertise on lifting and transport execution.
  • Support BEO equipment personnel with operational expertise.
  • Stay current with industry practices and developments to enhance safety and deliver commercial advantages to Bechtel.
