About The Position

The Region Landfill Manager position is responsible for overseeing and coordinating region landfill operations and employees to ensure that performance goals are met while maintaining compliance with EPA, local, State and Federal Regulations. Region Landfill Managers ensure the highest standards of environmental safety and environmental compliance are met while minimizing operational costs and maximizing productivity.

Requirements

Excellent written and verbal communication skills required
Proficiency in Windows/Microsoft applications
Excellent customer relations and personnel management skills
Must be able to read and understand landfill set grades using a surveyor’s instruments & must be familiar with EPA and state/local requirements regarding landfills
Specific to Boyd County - Must successfully complete United States Department of Transportation (DOT) Hazardous Materials Awareness, Security and Function Specific Training with renewal every three years
Specific to Boyd County - Must successfully complete hazardous waste management training, as provided in the Personnel Training Plan for Hazardous Waste Job Duties, within six months of employment or assignment to the facility, along with an annual review of the initial training
Must have waste industry experience
Must have previous management experience involving managing P&L
Minimum 10 years landfill experience or equivalent
Must be able to pass state EPA certification
Must be at least 19 years of age.
Legally eligible to work in the United States.
Valid driver’s license (if applicable).
Must successfully complete pre-employment testing.
Must be able to read and speak the English language.

Nice To Haves

5 years experience operating heavy equipment preferred
Construction background a plus
Solid Waste Association of North America (SWANA) certification, preferred

Responsibilities

Oversee and direct management of all regional landfill operations in a safe manner in compliance with all local, state, and federal regulations and company policies
Develop and maintain the operational business plan for the region to include all program requirements, labor hours, cycle production costs and images/blueprints
Ensure all regional landfills are maintained to meet requirements for EPA and other state/local regulations and inspections
Work with Landfill Managers to establish production and quality control standards
Monitor and enforce quality and safety standards and ensure all compliance goals are met or exceeded across the region
Develop budget and cost controls, and operational metrics for the region
Provide guidance for the development of landfills, including staffing requirements, facility needs, and tooling and equipment needs
Ensure all established cost, quality, and delivery commitments are met.
Work with Landfill Managers to coordinate landfill activities with all other functions of the organization and suppliers
Work with all necessary parties when developing/expanding landfills to ensure positive community relations
Review production and operating reports and direct the resolution of operations and maintenance problems to ensure minimum costs and prevent operational delays
Determine responsibilities of assigned organization and staff positions to accomplish immediate and long-term business objectives
Perform and conduct performance evaluations, monitor and track employee attendance, complete disciplinary actions/meetings and all other required documentation relating to performance management
Maintain proper records and files including all compliance and personnel records

Specific to Boyd County - Responsibilities specific to hazardous waste management:
Maintain understanding of hazardous waste accumulation areas within operations and the types of hazardous waste generated and managed
Demonstrate familiarity with the Resource Conservation and Recovery Act (RCRA) Contingency Plan and serve as an Emergency Coordinator to assist in emergency response activities as needed
Ensure all employees involved in hazardous waste management receive appropriate training in accordance with regulatory requirements
Verify that all required hazardous waste inspections are completed and documented within the prescribed timeframes
Oversee the proper packaging, labeling, handling, and shipping of hazardous wastes, including reviewing and signing hazardous waste manifests
Maintain all hazardous waste documentation and records as required by regulatory agencies and internal policies
Ensure that corrective actions related to hazardous waste management are identified, promptly addressed, documented, and closed out
