The RIFS Program Coordinator is responsible for overseeing day-to-day operations and coordination of select Survivor Services programs. This includes supervising a team of DV/SA Advocates who assist individuals and families experiencing DV/SA and stalking. The RIFS Program Coordinator uses their DV/SA expertise to onboard, mentor, and support Advocates to cultivate trust, establish and promote trauma-informed communication, and provide advocacy, direct services and support, and case management that facilitates, encourages, and assists clients to reach their goals. This senior role also monitors service quality and program performance, coordinates the RIFS hotline and waitlist, engages in community and network outreach, monitors and approves expenses, implements contract compliance and reporting, supervises advocate duties, and enhances and improves RIFS programs through vetting and scheduling trainings to cover gaps in knowledge and skills. This position works closely with other Sector Coordinators, Sector Manager, Division Director, and members of IRCO’s operations units, such as Development, Fiscal, and HR. All Survivor Services staff utilize a survivor-centered, strengths-based, assertive engagement and empowerment model.

  • Possess and apply an impeccable degree of confidentiality and utilize knowledge of laws about confidentiality, disclosures, and releases of information to ensure program and staff compliance, meeting the Violence Against Women Act (VAWA) minimum standards.
  • Coordinate daily program implementation and ensure high quality service delivery to meet all objectives stipulated by the funding awards and sector best practices
  • Create and regularly update an implementation workplan to maintain progress toward and deliver on program objectives and goals; lead program assessment, monitoring, and reporting activities
  • Ensure confidential records are maintained and ultimately destroyed as required by agency and funders
  • Together with the Manager draft and monitor program budgets and budget amendments; track client expenses, including matching funds
  • Approve and process requests for client assistance; submit timely payment packets; work closely with IRCO’s finance team on all financial matters
  • Regularly review data entry activities, client files, and service records, ensure data entry, case notes, client files, reports, and other administrative tasks are completed accurately within given timelines
  • Perform other duties as assigned
  • Implement a survivor-centered, strengths-based, trauma-informed empowerment model to lead staff in assisting clients to attain safety, heal from trauma, and rebuild their lives
  • Directly supervise a team of DV/SA Advocates; hold regular case conferences and utilize problem-solving skills and sector/program expertise to support and grow staff; provide Advocates with backup during difficult interventions and escalated cases
  • Onboard staff, volunteers, and interns; approve schedules, PTO, and timesheets; lead performance evaluations in alignment with agency wide practices, rules, and policies; ensure consistent interpretation of IRCO policies, internal guidelines, and Code of Conduct; make recommendations to Manager on hiring and disciplinary actions when needed
  • Provide technical advice to DV/SA Advocates to develop and implement individualized case plans; help resolve case management issues, and complete regular client file reviews
  • Coordinate or conduct ongoing training of staff relevant to the program, sector, and their roles, such as trauma-informed care and case management

  • Participate in external taskforces and networks as required to fulfill program goals and deliverables; as directed and in partnership with the Sector Manager
  • Build relationships with other IRCO programs and external service providers to ensure clients have access to appropriate, high-quality referrals
  • Participate in internal and external meetings, with the goal of creating stronger connections for client services and advocate for client needs including the Unified Response group, Sexual Assault Advisory Council, Family Violence Council, etc.
  • Create, maintain, and foster goodwill partnerships
  • Provide recommendations around partnerships that meet the needs of survivors are based on established goals and priorities
  • Lead recruitment among stakeholders to increase robust, multidisciplinary membership in program Advisory Council
  • Actively participate in regular internal IRCO meetings to address issues of program implementation, alignment, and resource development
  • Minimum 3 years of experience working as a DV/SA/Human Trafficking Advocate or in social services/case management
  • Completion of the 40-hour Oregon Domestic Violence and Advocacy training, with additional relevant training on topics specific to survivors within 10 days of hire
  • An impeccable degree of confidentiality; knowledge of laws (ex: VAWA) about confidentiality, disclosures, and releases of information
  • Demonstrated experience working directly with people of multi-background communities, various income and opportunity status, and community focused alignments
  • Ability to cultivate and develop respectful working relationships with stakeholders, colleagues, and community members
  • Understanding of Trauma-Informed Care and experience with reflective supervision
  • An effective and compassionate communicator, both verbally and in writing, and excellent active listening skills to identify the needs of staff, clients, and communities
  • Highly organized, self-directed, and with the capacity to multitask and pivot effectively; able to meet multiple and often competing deadlines and demonstrate exceptionally good judgement
  • Strong analytical, problem solving, and decision-making abilities. Demonstrated skills in tracking outcomes/outputs; generating and/or analyzing reports. Coursework or training in program evaluation, data analysis, and/or statistical analysis is preferred.
  • Demonstrated experience with budget creation, fiscal management, and budget modifications as well as contract implementation, coordination, and reporting
  • Demonstrated knowledge and/or experience in staff performance evaluations and disciplinary actions
  • Group presentation and public speaking skills, and ability to write program reports that are accurate, clear, concise, and effectively convey program accomplishments and challenges
  • Able to interpret and apply IRCO’s Fiscal policies and procedures. Able to successfully respond to situations of pressure involving individual circumstances balanced against organizational policies and program goals.
