About The Position

Independently performs the full range and variety of assignments related to the development, implementation and coordination of island-wide recycling programs and may include waste reduction programs; and performs other related duties as required.

Requirements

  • A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field
  • Three (3) years of professional work experience in the implementation and coordination of a recycling, waste reduction, waste recovery or comparable program.

Responsibilities

  • Develops, organizes, coordinates, implements, and monitors existing and new recycling programs, including program expansions
  • May serve as a team leader in coordinating and implementing major recycling projects/programs
  • Develops educational and promotional materials and programs to support recycling activities
  • Distributes materials and gives presentations and workshops on recycling to schools, community groups, associations, industries, and businesses
  • Develops contract specifications for assigned projects
  • Conducts inspections of operations and contractors as needed
  • Conducts on-site investigations of neighborhoods and facilities, such as apartment buildings, multi-family complexes, office buildings, hotels, restaurants, and hospitals, to determine recycling feasibility and system design and to ensure compliance with recycling laws and disposal regulations
  • Monitors disposal sites (e.g. landfills, transfer stations, etc.) for compliance with disposal bans and restrictions
  • Notifies haulers and businesses of non-compliance
  • Tracks compliance records
  • Assists businesses and haulers with methods for hauling and delivering properly segregated loads
  • Develops and maintains databases related to recycling and recycling programs
  • Compiles and evaluates data and statistics
  • Conducts research
  • Prepares reports
  • Prepares correspondence and responds to inquiries from businesses, community organizations, waste and recycling industries and the general public in support of numerous recycling programs and activities
  • Provides technical assistance to the commercial sector which includes businesses, private haulers, and recycling companies
  • Tracks budget expenditures
  • Attends training meetings, may accompany State inspector on-site inspections
  • May supervise and/or provide guidance to lower-level workers
  • Performs other related duties as required.
