About The Position

Assists the Residential Operations superintendent in the supervisory, managerial and administrative tasks related to recycling operations. Assists with planning, organizing, coordinating, and directing the activities in providing recycle services to the residential and commercial customers of Copperas Cove in compliance with Municipal Solid Waste (MSW) rules, regulations, and City Ordinances. SUPERVISION RECEIVED AND EXERCISED: Receives direct supervision from the Residential Operations Superintendent. Exercises supervision over recycle collection employees. ESSENTIAL DUTIES AND RESPONSIBILITIES: Supervise and lead recycling staff, including training, scheduling, and performance management. Oversee the collection, sorting, processing, and disposal of recyclable materials according to established guidelines. Ensure compliance with local, state, and federal environmental regulations and the City of Copperas Cove policies. Monitor and maintain recycling equipment and machinery, arranging repairs or maintenance as needed. Maintain established automated single stream recycling routes. Prepare reports on recycling volumes, operational issues, and safety incidents. Promote safety practices and conduct regular safety meetings and inspections. Collaborate with material recycling facilities, government agencies, and community organizations. Resolve operational problems and customer or community concerns related to recycling services. Implement continuous improvement initiatives to increase efficiency and reduce waste. May operate various pieces of equipment such as recycle truck and or equipment at the Transfer Station, in the collection and processing of recycle materials in accordance with local, state and federal regulations. Train new personnel and ensures current personnel are trained in all areas of collection and safety requirements. Cross-train with counterpart in residential and commercial operations. Receives and responds to citizen inquiries and complaints; resolves complaints within scope of authority. Must be knowledgeable of the City Ordinance(s) pertaining to Municipal Solid Waste collection and disposal services. Assists the Residential Operations Superintendent in repairing and maintaining facilities and grounds as required. Reports all accidents or injuries to the Residential Operations Superintendent or Solid Waste Director immediately. Completes reports as required. The employee must have the ability to work well with others and have a good/pleasant attitude. Must be able to follow directions. Regular and timely attendance is an essential job function. Plans, develops and implements recycling programs and activities for schools, community organizations and the general public. Organizes and assists the Keep Copperas Cove Beautiful (KCCB) committee activities at the direction of the Residential Operations Superintendent and/or Solid Waste Director. Prepares and presents City Council agenda items, as required for the position. Will be required to estimate and monitor revenues for the recycling program as part of the overall budget process. Responsible for maintaining, repairing, replacing, servicing, transporting, and managing all container assets, used in recycling operations. Maintains an inventory of parts and materials for all containers necessary for recycling container maintenance or repair. Support maintenance and repair with Fleet Services Division. Maintains files on pre-trip and post-trip inspections as required by Department of Transportation. Provides support to the Utilities Collections Division concerning recycling issues, works with residential operations superintendent in regards to fees that are to be billed to residential solid waste accounts. Must be able to follow directions.

Requirements

  • High school graduation or GED equivalent required; Associate degree preferred
  • Three (3) years' experience in solid waste operations required
  • at least one (1) year of experience in a supervisory capability preferred, or any equivalent combination of education and experience.
  • Knowledge of applicable policies, laws, and regulations affecting solid waste utility activities
  • Knowledge of State and Federal Regulations regarding Solid Waste Collection and disposal
  • Knowledgeable in the safe operation of heavy motorized equipment in relation to Texas Motor Vehicle Codes
  • Knowledge in training personnel on safe and efficient methods of refuse collection, and supervise the operation of heavy equipment
  • K nowledge of budgeting and purchasing
  • Knowledge of City geography
  • Knowledge of principles, practices, methods, and equipment applicable to modern solid waste utility management
  • Skill in operating and supervising the use of all listed tools and equipment
  • Ability to supervise others
  • Ability to coordinate and prioritize jobs
  • Ability to understand and follow written/oral instructions
  • Ability to supervise and motivate employees and to maintain effective working relationships with the public, other departments and personnel
  • Ability to perform a full range of physical efforts and to maintain the standards required for the execution of duties and to perform during adverse and stressful conditions.

Nice To Haves

  • Preferred to have a Valid State Class "B" CDL Driver's License.
