This is a hybrid role that combines high-volume home care recruitment, recruiter supervision, and HR oversight of compliance, employee relations. This position leads full-cycle hiring for IOA's Home Care division, provides direct supervision and support to home care recruiters, and collaborates with HR and operations teams on workforce planning, regulatory compliance, employee relations, and employee engagement. Our ideal candidate is a hands-on recruiter with a background in Home Care who thrives in a fast-paced, mission-driven environment, enjoys wearing many hats, and balances tactical execution with strategic thinking. Requirements

  • 3-5 years of experience in home care or high-volume healthcare recruitment (or other equivalent experience)
  • Experience in HR or employee relations, ideally in unionized and/or regulated environments
  • Supervisory experience supporting or managing recruiters
  • Familiarity with Guardian and HCA registration processes preferred
  • Proficiency with Workday or a comparable HRIS/ATS
  • Bachelor's degree preferred or equivalent experience
  • Ability to travel within the Bay Area and Northern California (on-site 3x/week at various locations), with potential for occasional overnight travel depending on operational needs
  • Process-oriented, resourceful, and collaborative

  • Capable of managing competing priorities in a dynamic environment

Responsibilities

  • Lead full-cycle Home Care Aide recruitment: sourcing, interviewing, onboarding
  • Provide direct supervision, coaching, and support to home care recruiters to ensure consistent, high-quality performance
  • Step in to conduct recruiting and onboarding activities directly as needed
  • Develop and implement sourcing strategies to build a diverse and qualified pipeline
  • Conduct New Hire Orientations and streamline onboarding processes
  • Serve as subject matter expert for Guardian/HCA registration: manage delays, exemptions, and compliance
  • Maintain recruiting dashboards and report key hiring metrics
  • Partner with Employee Relations to address and resolve employee relations matters, conduct investigations, and ensure fair and timely outcomes
  • Provide coaching and guidance to managers on performance, conflict resolution, and compliance with policies and union contracts
  • Implement initiatives to improve employee engagement and retention, aligning with organizational culture and strategic goals
  • Collaborate with leadership to support positive workplace culture, recognition, and communication efforts
  • Ensure compliance with labor laws, union contracts, and licensing/certification standards
  • Monitor regulatory changes and support policy and practice updates
  • Partner with internal compliance teams to ensure all job-related requirements (health clearances, training, licenses) are met and documented
  • Support leadership in workforce planning and align recruitment with operational needs
  • Identify hiring and retention trends; propose actionable improvements
  • Strengthen SOPs, onboarding materials, and tracking systems to improve efficiency
  • Serve as an HR advisor to divisional leadership, contributing to human capital strategy and organizational development
