About The Position

Performs a variety of general administrative, technical and first-line supervisory duties as needed to develop, plan, implement, coordinate, organize, supervise and evaluate: events, classes, recreation programs, part-time and seasonal personnel. Ensure that assigned events, classes and programs are being conducted in a safe, clean, cost effective and customer service-oriented manner. Develop, establish, plan, organize, implement, promote, schedule, operate, manage and evaluate recreation and educational programs, activities and events for the community. Assist in setting and maintaining goals, objectives, policies and priorities. Assist in recruiting, interviewing, selecting, training, supervising, assigning, evaluating, counseling and disciplining employees responsible for providing recreation services to the public. Establish a schedule for the use of recreational fields and facilities. Ensure events, classes and programs have the resources needed to run efficiently.

Requirements

  • Graduation from college with a bachelors’ degree in Recreation Management, Recreation Administration, Public Administration, Physical Education, Event Management, or related field; AND one (1) to five (5) years of progressively responsible supervisory experience performing above or related duties including events planning, fundraising and sports management; OR an equivalent combination of education and experience is preferred.
  • On the job training will be provided as necessary.
  • Must possess a valid Utah Driver’s License and meet the requirements of the City’s Motor Vehicle policy.
  • Must pass a pre-employment drug test following a conditional offer of employment.
  • Must pass a pre-employment background check
  • Must obtain a certification in First-Aid, AED and CPR within one (1) month of hire.
  • Must obtain a concussion certificate within one (1) week of hire.
  • Must obtain a Food Handlers Permit within one (1) week of hire.
  • Must complete the NIMS training courses IS-100 and IS-200 within one (1) month of hire and IS-700 and IS-800 within six (6) months of hire.

Nice To Haves

  • Training or experience in the fields of fundraising, sales, organizational management, marketing, public relations, or any equivalent combination of experience, education and training, which provides the knowledge, skills and abilities necessary to perform the work, is preferred.
  • Certification as a: Special Events Professional (CSEP), Parks and Recreation Professional (CPRP) or Event Planning Specialist (CESP) is preferred.

Responsibilities

  • Promote and follow the City and Recreation Departments mission statement, values and expectations.
  • Recommend and assist in the implementation of goals and objectives.
  • Establish, plan, coordinate, implement and manage programs and events designed to meet the recreational needs of various groups or categories of participants.
  • Plan, organize, conduct, implement, attend, participate in and evaluate such activities, events and recreation programs as: the City’s annual Heritage Days Celebration, Senior Citizens Programs, Meet the Mayor program, Halloween Walk, Easter Egg Hop, Turkey Bowl, 5K’s, Blitzen Bash, Working Wheels and adult and youth sports and classes including, but not limited to summer programs. Ensure assigned events and programs are conducted in an efficient, organized and cost effective manner and recommend changes for improvement or replacement.
  • Monitor and supervise the operation and activities of such programs and activities as: adult and youth: basketball, softball, kickball, football, baseball and soccer; summer programs; special events and other programs as assigned, to assure quality. Determine necessary components such as: instructors, facilities, fees, volunteer coaches, game officials and equipment, etc. May officiate games or assist in coaching. Maintain statistics for leagues and tournaments. Conduct team drafts. Establish team rosters and schedule games, tournaments and other activities. Prepare and distribute program schedules, dates and times; plan and coordinate tournament games; secure prizes and sponsors as necessary; assure maintenance and good condition of all equipment and inventory used. Prepare and maintain ball field integrity by raking, tamping, chalking and painting lines.
  • Performs functions necessary to carry out events, including but not limited to: facility and site preparation, fund raising, marketing, ticketing, staffing, Health Department approvals, grants, advertising booklets, flyers and all other activities necessary for events, celebrations and programs.
  • Assists with upholding state, county and local government ordinances, policies and procedures relative to mass gatherings, food handling, finances, expenditures, public meetings, auditing laws and any other applicable function.
  • Assists with recruiting, organizing and managing volunteers for events; recommends and implements volunteer’s recruitment and organization policies upon approval of Recreation Manager. Assists with general staffing for events and programs.
  • Assist with hiring, training, supervising, scheduling and evaluating part-time, seasonal and volunteer personnel; monitor performance to assure work quality and make recommendations affecting employment status, such as advancement, discipline and discharge; assign work schedules. Provide immediate supervision over seasonal, temporary or volunteer recreational personnel; oversee Site Supervisors, Officials, Scorekeepers, Recreation Aids and coaches; monitor and evaluate employee performance; prepare work schedules; review time sheets and verify hours worked; make recommendations affecting job retention, advancement and discipline.
  • Serve as liaison and advisor to various committees, event groups and sports interest groups; coordinate and implement actions as needed to best serve community interests.
  • Conduct and attend coaching clinics and meetings, employee trainings and other various community meetings.
  • Prepare and deliver reports as needed to advise the Parks and Recreation Director, Recreation Manager, City Manager, other department heads, boards, committees or the Mayor and City Council of program activities and results.
  • Perform general public relations as needed to address concerns and interest of the public and present new programs to the general public. Recruit volunteers for activities such as: instructors, volunteer coaches, game officials and umpires, etc. and chaperone children groups.
  • Build and maintain internal and external community relationships and partnerships.
  • Address various groups and clubs to solicit time and financial assistance for special programs and secure business sponsors.
  • Ensure security and safety of recreational facilities, buildings and surrounding areas both indoors and outdoors through periodic safety checks and maintenance of facilities and equipment.
  • Direct and perform program and special event marketing and advertising by utilizing various media vehicles such as: notices, publications, signs, flyers, Social Media Platforms and brochures to promote city-wide interest and use of recreation facilities and program participation to reach all segments of the public and educate them about recreation programs.
  • Review complaints, problems and concerns expressed by coaches, participants, organizations, the public and negotiate to achieve solutions which better the recreation programs and services. Analyze circumstances and issues and develop alternative solutions; initiate action to create change as needed.
  • Assist with the preparation of a yearly calendar of recreational activities, programs and events.
  • Submit budget recommendations and participate in the preparation, administration and monitoring of the parks and recreation department’s budget. Develop individual program and event cost projections, budgets, and revenue. Monitor program expenditures to assure compliance with established financial guidelines. Aid in preparation of bids and equipment purchasing.
  • Project revenue and expenditures of programs and events.
  • Complete post-program evaluations to ensure effectiveness of the programs and events. Maintain records and prepare evaluation reports on new or ongoing programs and events. Document the number of registrations or attendees and fees collected.
  • Register program participants, collect fees and issue receipts.
  • Maintain and control use of equipment and facilities by signing out equipment and scheduling reservations for use of public facilities. Identify resource needs and review needs with appropriate management employees in order to allocate resources accordingly. Coordinate with management and other departments in procuring material and equipment for program use.
  • Assist in establishing, implementing and enforcing policies, procedures, rules and regulations for the employees, volunteers and patrons to help minimize the risks during event participation. Responsible for the safety of employees, volunteers, participants and patrons during events and programs. Implement techniques to help prevent accidents and assist with ensuring measures are in place so that accidents and emergencies are handled appropriately.
  • Participate in safety and risk management activities and take action to reduce liability to the city.
  • Design and develop manuals for recreational classes, programs and events.
  • Maintain and file incident reports.
  • Attend and participate in professional group meetings such as: URPA, NURPA, ACE CO, UAFE and NRPA in order to stay abreast of new trends and innovations in the field of recreation and events.
  • Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with colleagues and the manager and director.

  • Attend regularly scheduled events, programs, and games to ensure efficient operation; equipment set up and availability of program resources; serve as official departmental representative; control events or programs by helping establish and enforcing policies and procedures for employees and volunteers working at events and programs. Ensure that personnel are well informed of policies and procedures and discuss areas needing improvement. Ensure that all supervised employees and volunteers are performing their jobs as assigned and at optimal performance levels.
  • Assist in the financial control of all assigned events and program revenues and expenditures. Adhere to the budget given by the Recreation Manager for each event or program. Follow and maintain proper tracking of revenues and expenditures for assigned events and programs. Monitor assigned events and programs for revenue and cost effectiveness and recommend changes for improvement or replacement.
  • Assist in planning, organizing, conducting, attending and participating in: coaches, parents and employee meetings; conduct employee trainings.
  • Always set a positive example for employees and volunteers to follow. Actively encourage and promote a professional atmosphere and help ensure that all employees and volunteers are acting in a professional manner and dressed in appropriate uniform.
  • Establish and maintain an effective and positive working relationship with the general public. Handle participant complaints and comments in a courteous manner as they arise.
  • Supervise facility activity areas during programs to ensure public safety; direct and perform general upkeep and custodial duties; perform opening and closing procedures; secure doors and other accesses.
  • Oversee the use of event and program equipment.
  • Keep records including: attendance, incident reports, equipment use, supply requests, evaluations and submit them in a timely manner.
  • Track event statistics and prepare reports on each event to illustrate effectiveness and benefits achieved.
  • Works with community boards, city employees, elected and appointed officials, residents and business community members where applicable.
  • Assists in the preparation of feature articles for print media, brochures, programs, public service announcements and press releases.
  • Attend other community celebrations, fairs, festivals, events, programs and similar events to gather operational ideas.
  • Attend training and conventions to broaden event planning skills.
  • Render First-Aid and CPR to injured participants, volunteers and employees of the events and programs.
  • Perform related duties and responsibilities as required.
