About The Position

Reporting directly to the Recreation Division Manager, the Recreation Manager is an integral leader within the Culture, Parks, and Recreation Department’s Recreation Division. Working collaboratively with a second Recreation Manager, this position will divide responsibilities based on experience and strengths, with each Recreation Manager overseeing three (3) of the following areas: Family FunPlex, Recreation Center, Active Adult Center, Youth and Adult Sports and Adaptive Recreation Programs, Ice Haus, and Rodarte Community Center and Youth Enrichment Program. The Recreation Manager provides visionary leadership and direction to assigned staff and operations. This position directly supervises three (3) Recreation Supervisors and indirectly oversees Recreation Coordinators, Customer Service Representatives, and a large seasonal workforce (including over 150 part-time employees and volunteers). The Recreation Manager is responsible for operational excellence, customer experience, risk management, budgeting and performance measures, and researching and implementing innovative ideas to improve facilities, services, and programming.

Requirements

  • Bachelor's degree in business, parks and recreation administration, public administration, outdoor recreation, natural resources management, recreation, or related field.
  • Five to seven (5-7) years of experience in a related field.
  • Five (5) years of supervisory or management experience.
  • Comprehensive knowledge of recreation practices, trends, issues, and demographics and the ability to translate that knowledge into programming.
  • Knowledge and experience in administrative practices and procedures related to the planning, budgeting, scheduling, and coordinating of recreational programs, efficient operation of facilities, and equipment.
  • Skill in negotiating program issues and operational requirements with internal and external stakeholders, community organizations, and participants.
  • Knowledge and skill in directing the application of recreation management principles, concepts, and methodology to a variety of conventional and unusually difficult and complex assignments, involving a full range of recreation activities including operations and maintenance, financial management, assignment utilization, improvements, management/patron relations, and asset management.
  • OR any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.
  • Possession of a valid driver’s license.
  • Basic computer skills and ability to use Microsoft Office Suite.
  • Ability to plan, organize, direct, schedule, supervise, and review activities of assigned staff.
  • Ability to analyze problems, evaluate alternatives, and make sound decisions and recommendations.
  • Ability to follow problems through to resolution.
  • Ability to present clear and concise oral and written reports.
  • Ability to learn, retain, interpret, and apply pertinent information to staff.
  • Ability to attend events on weekends and in the evenings as needed.
  • Ability to solve a variety of problems in situations where there are substantially diversified procedures, specialized standards, and only limited standardization and apply experience to determine which among many procedures should be followed in what sequence to achieve the required job results while adhering to specified, acceptable standards, alternatives, and technical practices.
  • Ability to travel locally within Weld County as needed to attend meetings, trainings, and perform work at other City buildings or partner sites.

Responsibilities

  • Hires, trains, schedules, supervises, and evaluates Recreation Supervisors and ensures all other full-time staff and hourly employees are fulfilling expectations of their positions.
  • Hosts regularly scheduled team meetings and training for all full-time employees reporting through the Recreation Manager; training topics may include professional development, customer service, goal setting, risk management, emergency response, conflict resolution, Oracle, and recreation management software.
  • Works closely with the other Recreation Manager to ensure consistent expectations across program areas and facilitate cross-training and knowledge sharing.
  • Encourages the development of special events, incentive programs, and collaborative programs; supports staff with event planning and execution as needed.
  • Coordinates a division-wide employee recognition program for seasonal and hourly employees with a focus on development and retention.
  • Provides quality customer service by building relationships with participants, members, community partners, and the greater Greeley community.
  • Oversees designated Recreation Committees by ensuring committees develop and implement strategies, training, and initiatives that support division goals.
  • Directly responsible for the vision and success of assigned facilities and programs, including the operations, services, and programming offered.
  • Ensures standard operating procedures, risk management and emergency response plans, staff manuals, facility rules and regulations, memoranda of understanding, user agreements, and required forms are in place for each facility and program area and updated at least annually.
  • Works with Recreation Supervisors to prioritize facility scheduling and usage; determines building closures and maintenance projects in coordination with appropriate stakeholders.
  • Manages and maintains key relationships and communications with vendors, user groups, partner agencies, and customers.
  • Provides budget oversight including research, development, monitoring, reporting, and adherence to City of Greeley policies while aligning with Recreation Division priorities, forecasts, and cost recovery goals.
  • Updates performance measures on a quarterly basis and assists with the development of the Recreation annual report.
  • Collaborates with the CPRD Sponsorship Coordinator to explore sponsorship and grant opportunities.
  • Maintains applicable and trainable knowledge of relevant systems and tools, which may include: Microsoft 365, Sign-up Genius, Cost Recovery (Amilia) Software, Connect2Concepts, Oracle, WordPress, WhenToWork, Survey Monkey, UMB, REACH, and Team Sidelines.
  • Administers surveys and focus groups to evaluate customer satisfaction, gather feedback, and identify facility and program improvements aligned with industry trends.
  • Partners with the Communications and Engagement Department to develop communications plans, market recreation facilities and programs, and ensure greeleyrec.com content remains current.
  • Collaborates with the Recreation Division Manager to establish and expand the division vision and goals.
  • Participates in applicable professional organizations (e.g., CPRA, NRPA, Rocky Mountain Rink Association) to support best practices and continuous improvement.
  • Directly oversees membership sales and communications efforts to expand membership and daily admissions within assigned facilities.
  • Works with staff to develop and expand member appreciation events and incentive programs designed to retain current members and attract new members.
  • Inspires and guides staff to design, implement, and evaluate innovative, impactful programs that meet current community needs and anticipate future trends.
  • Establishes and maintains program processes and expectations including communication standards, reporting requirements, evaluation practices, and growth planning.
  • Develops and oversees volunteer management processes, including recruitment and retention of volunteers and student interns.
  • Establishes partnerships with Greeley-area organizations and School District 6 to promote high-quality programs and collaborative opportunities.
  • Works with Recreation Supervisors to develop and maintain reporting systems to track program performance, including profitability, participation, and retention.
  • Screens, interviews, selects, hires, trains, and evaluates professional employees; administers time cards, employee leave, and performance appraisals.
  • Performs other duties as assigned.
