About The Position

This position is a regional position and can be housed in Orlando Florida. The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. Within SAMH, the Central Regional Office staff ensure that individuals and families have timely access to prevention, treatment, and recovery support services across the region. They collaborate with local providers, community partners, and key stakeholders to identify service gaps, enhance resource availability, and promote continuity of care. The Central Regional Office monitors program performance, addresses barriers to service delivery, and fosters cross-system collaboration to strengthen the regional behavioral health network and improve overall outcomes for the communities served. The Recovery Oriented Quality Improvement Specialist (ROQIS) role is an OPS position assigned to the Program Office of Substance Abuse and Mental Health (SAMH) located in the Central Region which encompasses 12 counties within 4 circuits. The ROQIS is designed for an individual in recovery with lived experience of a substance use disorder (SUD). This position will serve as a key person in the Recovery Oriented System of Care (ROSC). The Recovery Oriented Quality Improvement Specialist position is designed for an individual in recovery with lived experience in substance use disorder (SUD). This position will serve as a key person in Recovery Oriented System of Care (ROSC) related activities to include but not limited to on-going quality assurance and improvement activities; training and technical assistance; the implementation and enhancement of recovery approaches and services within the local system of care; and promotion of effective engagement and care coordination strategies. In addition, this position will provide technical assistance and consultation to promote the expansion of medicated assisted treatment and care coordination services and the effective engagement of persons into services and supports.

Requirements

  • A minimum of two years of experience working with individuals with substance use disorders.
  • Ability to communicate effectively and to establish and maintain effective working relationships with others.
  • Ability to plan, organize and prioritize work assignments.
  • Certified as a Recovery Peer Specialist (CRPS) through the Florida Certification Board.
  • Lived Experience of substance use condition.
  • Highschool diploma or GED.
  • At least two years of experience working in the behavioral health field.
  • Applicants must have a valid driver's license and access to a vehicle.

  • Working knowledge of ROSC is preferred

Responsibilities

  • Assist the Opioid SOR Grant Project Director and the regional SAMH Director with quality improvement initiatives by conducting quality assurance visits with providers and reviewing treatment plans to identify recovery-oriented principles and practices. Prepare and present reports and findings, to include an analysis of opportunities for improvement and strategies to address them.
  • Manage activities related to the development of Recovery-Oriented Systems of Care (ROSC), to include but not limited to providing technical assistance on the use and implementation of a recovery-oriented self-assessment planning tool to contracted providers and serving as a key person in the local and state level ROSC related workgroup activities.
  • Identify and promote opportunities for individuals with lived experience, family members, and allies to have meaningful inclusion in the evaluation of ROSC practices, enhance the role of peers in the workforce of local providers through training and technical assistance and develop strategies to gather feedback from persons served to identify opportunities to improve meaningful outcomes.
  • As directed, provide technical assistance and consultative services for the expansion of medication assisted treatment services to include but not limited to: assisting with care coordination, engagement, and buprenorphine initiation in emergency departments.
  • Identify opportunities to reduce stigma among community and contracted provider organizations regarding medication assisted treatment services.
  • Other duties as assigned.
  • Assess the impact, needs and assist with the development of a response strategy and goals for the impacted community and implement disaster response plans.
  • Coordinate psychological and mental health resources and services for individuals, first responders, and communities impacted by disasters.
  • Provide critical information to the Regional Director and Director of Regional Operations and Initiatives.
