About The Position

The Records Specialist position at the Florida Department of Health is responsible for managing and processing confidential health records and referrals. The role requires independent judgment and initiative, working closely with healthcare providers and clients to ensure accurate documentation and compliance with health regulations. The specialist will be cross-trained to support various clinics and will play a key role in promoting the department's mission of improving community health.

Requirements

  • Knowledge of ICD-9/10 and CPT coding.
  • Proficient in computer operation and administrative principles.
  • Effective communication skills and problem-solving techniques.
  • Ability to make timely decisions and maintain organized records.
  • Ability to design and present training programs related to records management.
  • Understanding of applicable rules, regulations, policies, and procedures.

  • Familiarity with electronic health record systems.
  • Bilingual skills to assist multi-cultural clients.

Responsibilities

  • Function independently with little direct supervision while consulting with team members.
  • Cross-train to work in all clinics as needed.
  • Utilize Health Management System (HMS) and other databases to manage clinical information.
  • Obtain authorization from Health Maintenance Organizations (HMOs) and document patient referral status in the Electronic Health Records (E.H.R.).
  • Complete referrals for Ryan White and Project Access according to written procedures.
  • Schedule and arrange appointments for client referral visits upon approval of eligibility guidelines.
  • Assist patients with preparation instructions for procedures at hospitals.
  • Photocopy and fax patient reports and labs to outside providers in accordance with HIPAA guidelines.
  • Work collaboratively with nursing and case managers to address barriers to referrals.
  • Accurately document referral tracking logs and actions in the E.H.R.
  • Obtain accurate demographic and financial information from clients and verify eligibility for services.
  • Answer incoming calls and direct inquiries regarding services provided.
  • Track clients lost to care and follow up on missed appointments.
