About The Position

The Recertification Specialist is responsible for the full lifecycle processing of all income certifications in compliance with HUD, LIHTC, and Project-Based Section 8 regulations. This position ensures resident files are accurate, complete, and compliant with federal, state, and investor requirements. The Recertification Specialist works closely with property manager and residents to collect documentation, verify income, and maintain regulatory compliance. This position is not a traditional leasing role and focuses primarily on certification processing, compliance, and file management.

  • Ability to review and calculate income from multiple sources.
  • Proficiency with property management software and Microsoft Office.
  • Valid driver’s license and insurance.
  • Ability to work inside and outside in various weather conditions

Nice To Haves

  • Tax Credit Specialist (TCS), HCCP, or similar certification.
  • Experience preparing files for HUD MOR or investor inspections.
  • Knowledge of OneSite, or similar compliance systems.

Responsibilities

  • Process annual and interim recertifications for HUD, LIHTC, and Project-Based Section 8 residents.
  • Review and verify resident income, assets, and household composition in accordance with HUD Handbook 4350.3 and LIHTC regulations.
  • Calculate income and rent adjustments accurately and within required timelines.
  • Manage and maintain the property waitlist in accordance with HUD regulations and the Tenant Selection Plan (TSP)
  • Prepare and complete 50059 forms, TICs, and other compliance documentation.
  • Monitor and track EIV reports, discrepancies, and income verifications
  • Monitor compliance deadlines and coordinate with compliance specialists as needed
  • Ensure all files are audit ready and meet HUD, investor, and state housing compliance standards
  • Work closely with compliance teams and auditors to maintain strong scores and correct findings promptly
  • Ensure and maintain compliance with HUD regulations, including TRACS, EIV, MOR, REAC, NSPIRE and other reporting requirements.
  • Maintain accurate and organized resident files (electronic and physical).
  • Collect and review third-party verifications for income, assets, employment, and benefits.
  • Ensure all required forms, signatures, and supporting documentation are complete.
  • Prepare files for internal audits, investor reviews, and HUD MOR inspections.
  • Notify residents of upcoming recertification requirements and deadlines.
  • Assist in coordinating resident communications and notices
  • Schedule recertification appointments and assist residents in completing required documentation.
  • Provide clear explanations of program requirements and rent changes.
  • Track recertification schedules and ensure compliance deadlines are met.
  • Work with management staff to address discrepancies or missing documentation.
  • Maintain recertification logs and compliance tracking reports.
  • Assist management with regulatory reporting and file corrections when needed.
  • Greet prospective tenants and provide them with property tours.
  • Showcase the property's amenities, features, and benefits to potential tenants.
  • Respond promptly to leasing inquiries via phone, email, and in-person.
  • Prepare and review lease agreements with new residents.
  • Maintain accurate records of prospective and current residents.
  • Follow up with leads and nurture relationships with potential tenants.
  • Coordinate move-ins and move-outs, including inspections and key exchanges.
  • Address resident concerns and inquiries in a timely and professional manner.
  • Assist with property marketing efforts, including creating listings and promotional materials.
  • Stay updated on local market trends and competitor activities.
  • Foster a positive community environment that promotes resident satisfaction and retention
  • Support enforcement of house rules and lease compliance
  • Respond promptly and professionally to resident concerns, maintenance requests and complaints
  • Promote a positive and professional team culture aligned with company values
