This posting is intended to fill a total of two positions: 60026798 and 60026920. You only have to apply once to be considered for both positions. This position is located in the Division 7 Right of Way Unit and will assist the Division Right of Way Agent in the supervision and coordination of highway right-of-way acquisition within Division 7. This role includes supporting property management functions such as maintaining and disposing of surplus and residue right-of-way, while ensuring compliance with federal and state laws and departmental policies. Position will review the work of other agents, negotiate complex and unusual claims, and contribute to the secondary road right-of-way acquisition program. Employee will monitor schedules and workloads to ensure timely completion of acquisitions and project letting, as well as assist in training new right-of-way agents. Responsibilities include preparing short-form appraisals for designated right of way claims, approving minor appraisals completed by subordinate agents, and verifying agreements, deeds, options, and maps for clarity, technical accuracy, and federal participation requirements. The role also requires promoting positive public relations and coordinating acquisition activities with governmental agencies and other NCDOT units. The selected applicant will be expected to legally operate a motor vehicle.

Requirements

  • Master’s degree from an appropriately accredited institution and one year of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; or
  • Bachelor's degree from an appropriately accredited institution and three years of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; or
  • an equivalent combination of training and experience.

Nice To Haves

  • Experience in negotiations and relocation which includes knowledge of the Uniform Relocation and Real Property Act as it relates to right of way relocations
  • Knowledge of plan reading and project management
  • Experience in preparing and researching legal instruments & public records
  • Experience drafting deed descriptions and measuring right of way areas
  • Demonstrated ability to organize and maintain electronic files

Responsibilities
