Job Description: The Surveying Coordinator is responsible for planning, coordinating, and quality-checking all surveying activities in support of Parsons’ OB3 Border Wall Project Real Estate Services. This role serves as the primary liaison between Parsons, the surveying subcontractor(s), and CBP engineers, planners, and real estate staff to ensure timely delivery of complete, accurate survey products and associated digital files. The Survey Coordinator oversees the execution and integration of boundary, ALTA/NSPS, and topographic surveys; legal parcel descriptions; and plat/parcel maps into Parsons and CBP geospatial, engineering, and real estate workflows.

Requirements

  • Bachelor’s degree in Surveying, Geomatics, Civil Engineering, Geography, or related field; or equivalent combination of education and directly relevant experience.
  • 5+ years of experience coordinating or managing survey projects, preferably in a federal, transportation, infrastructure, or real estate context.
  • Demonstrated experience with boundary, ALTA/NSPS, and topographic surveys and the associated deliverables (legal descriptions, plat/parcel maps, and digital CAD/GIS files).
  • Working knowledge of federal and state requirements related to parcel descriptions, easements, and property interests in support of real estate acquisition.
  • Proficiency in reading and interpreting engineering drawings, survey plats, and legal descriptions.
  • Familiarity with CAD and GIS formats and workflows, including shapefiles and other formats compatible with federal geospatial and engineering systems.
  • Strong organizational skills and experience managing multiple concurrent tasks and deliverables under tight timelines.

Nice To Haves

  • Experience supporting CBP, DHS, or other federal agencies on infrastructure, real estate, or land acquisition projects.
  • Experience on linear infrastructure projects (e.g., border infrastructure, transportation corridors, pipelines) involving complex right-of-way and easement mapping.
  • Understanding of federal land acquisition processes and documentation requirements (e.g., for fee acquisition and temporary/permanent easements).
  • Prior experience coordinating with licensed surveyors across multiple jurisdictions and managing sealed (stamped) deliverables.

Responsibilities

  • Survey Planning & Coordination Coordinate the full lifecycle of survey tasks supporting real estate activities for the OB3 border wall project, including scoping, scheduling, tracking, and delivery.
  • Participate in and organize virtual meetings with Parsons and subcontractor staff to communicate scope, priorities, and schedule, and to capture technical requirements and constraints.
  • Manage day-to-day and week-to-week survey tasking (T&M) in alignment with Parsons’ direction, including responding to daily and weekly requests and data calls.
  • Coordinate with Parsons POC and CBP counterparts to ensure survey limits and requirements are aligned with design plans for border barrier and related infrastructure.
  • Technical Oversight of Survey Products Coordinate the performance of boundary, ALTA/NSPS, and topographic surveys as required by the Government, ensuring appropriate standards and applicable federal and state requirements are met.
  • Oversee the preparation of legal parcel descriptions for fee acquisitions, permanent and temporary easements, and other required interests, ensuring consistency with applicable federal and state requirements.
  • Oversee the preparation of plat maps, parcel maps, and exhibits clearly depicting: property to be acquired, residual parcels, access routes, improvements, and key encumbrances (e.g., easements, rights-of-way).
  • Ensure the provision of survey data in electronic formats compatible with CBP’s geospatial and engineering systems (e.g., CAD, GIS shapefiles) and Parsons’ internal systems.
  • Client and Stakeholder Coordination Serve as the central point of contact for survey-related questions from CBP engineers, planners, and real estate staff; clarify survey limits, data needs, and deliverable specifications.
  • Work closely with Parsons real estate, engineering, and GIS teams to ensure survey products support downstream design, acquisition, and documentation requirements.
  • Coordinate with internal and external stakeholders to resolve discrepancies in boundaries, easements, or title-related encumbrances identified in survey or parcel documentation.
  • Quality Assurance / Quality Control (QA/QC) Verify that all survey products are complete, accurate, and sealed as required by state licensing requirements.
  • Review surveys, legal descriptions, plat maps, parcel maps, and exhibits for clarity, consistency, and compliance with Parsons and CBP standards and applicable regulations.
  • Confirm that deliverables are produced and delivered in a format acceptable to Parsons, including searchable PDFs, CAD files, GIS-compatible files, and associated Word/Excel documentation.
  • Implement internal QA/QC checklists for each deliverable type and coordinate corrections with the subcontractor before final submission.
  • Deliverable Management & Documentation Track and manage all survey-related deliverables, including sealed surveys, legal descriptions, plat maps, parcel maps, and associated digital files, ensuring timely submittal to Parsons and CBP.
  • Maintain a structured file system and version control for all survey products, including metadata and documentation of assumptions and methods.
  • Ensure weekly updates to Parsons on the status of tasks, deliverables, and any issues or risks that may affect scope, schedule, or quality.
  • Support periodic reporting to the client summarizing survey progress, deliverables, issues, and resolutions.
  • Travel & Field Coordination Coordinate with field survey teams on site access requirements, safety expectations, and logistical needs for survey activities along the project corridor.
  • Plan and justify any required travel in advance and obtain required pre-approvals in accordance with Parsons and client policies.
