About The Position

The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is seeking a Park Planning and Environmental Stewardship Program Manager to work in Prince George's County Department of Parks and Recreation. M-NCPPC serves over 2 million residents in Montgomery and Prince George's County and stewards over 70,000 acres of parkland and associated recreational amenities. In Prince George's County, the Department manages 421 parks on nearly 37,000 acres of parkland and serves a diverse population of nearly one million residents. The Land Acquisition/Real Estate Partnerships Program Manager/Supervisor is an exciting opportunity to join a team that is working to help shape and secure the future of one of the nation's largest and most diverse park systems. In addition to having a world-class park system, Prince George's County, Maryland, is a metropolitan destination for technological innovation, world-class higher education, performing arts, and hospitality. As an integral part of the Department of Parks and Recreation's management team, the Supervisor is a critical and strategic position that serves as the third-level manager of the Park Planning and Environmental Stewardship Team, with a work program that has a substantial impact on land acquisition, real estate and partnerships leading to park facility development throughout Prince George's County.

Requirements

  • Bachelor's Degree in Human Resource Management, Finance, Business Administration or Public Administration or any related field.
  • Six (6) years of progressively responsible experience that includes substantive work in the range of duties and responsibilities in this class specification.
  • An equivalent combination of education and experience may be substituted, which together total 10 years.

Responsibilities

  • Manage Public Private Partnership/Land Acquisition Team: Oversee significant work programs with a substantial county-wide impact.
  • Ensure coordination with other Commission units, stakeholders, and regulators.
  • Handle Human Resources activities, including hiring, training, performance assessment, and ensuring compliance with EEO rules and Commission policies.
  • Prepare the CIP and operating budget for land acquisition efforts.
  • Work with the Capital Improvements Program (CIP) budget manager to plan projects.
  • Supervise key land acquisition staff and partnership managers.
  • Coordinate projects with other units and stakeholders.
  • Create and maintain financial models for development and acquisition transactions.
  • Prepare monthly project status reports, process invoices, and maintain contract financial management.
  • Assemble necessary documents and approvals for closing development projects.
  • Conduct market research, analyze economic data, zoning, and permitting requirements.
  • Research and prepare real estate documents such as easements, titles, funding draws, and various agreements.
  • Produce, publish, and manage Requests for Proposals (RFPs).
  • Coordinate advertising and budget allocation for development projects.
  • Work with attorneys, lenders, investors, and title companies to assist with acquisition closings.
  • Collaborate with partners, consultants, and contractors for project completion.
  • Provide oversight for market research, filing systems, and the production of RFPs.
  • Review and approve contracts, payments, and services for land acquisition and development.
