About The Position

EDUCATION and/or EXPERIENCE Bachelor's degree in real estate, business administration or a related discipline required. A Master’s degree is highly preferred. A minimum of thirteen years of professional management level experience and at least six years of direct senior level management experience are required. Must possess thorough knowledge of contract development, negotiation, and administration; federal procurement regulations and guidelines; federal, state and local regulation governing property acquisition and sale; standards of real property valuation and real property tax structures. Demonstrated success in structuring and closing real estate transactions in both the private and public sectors required. Must have knowledge of community planning and economic development at the local and regional levels; principles and mechanics of TOD; transportation policy; and the integration of transportation, land use and urban design.  Demonstrated success in establishing and maintaining public-private partnerships highly preferred.  In lieu of a degree, directly related experience as described above may substitute on a year-for-year basis. INTERVIEW SELECTION PROCESS: The selection process may include one or more components to demonstrate applicants’ knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Directs and provides innovative, strategic leadership and oversight for the planning, designing, financing and structuring of public private partnerships; and, management of capital investments and transit related development projects on MARTA’s owned and adjacent properties.  2. Develops and implements long and short-range TOD strategies and programs to support the Authority’s vision, goals and strategic plan. 3. Supports agency-wide capital improvement plans, policies, and procedures in collaboration with/adoption by Executive Management Team (EMT) and the MARTA Board. Participates in the development, updates and full deployment of the Division of Capital Programs, Expansion and Innovation policies and procedures. 4. Represents the Authority in local, state and federal matters ensuring compliance with regulatory requirements. Serves as the Agency's Managing Authority for professional service contracts for work performed for the department.  5. Oversees the operating and capital budgets for the Department of Real Estate and Asset Management.  On the operating side these responsibilities include but are not limited to the budgeting for staff positions and operating expenses and the overall monitoring of budget performance.  On the capital side these responsibilities include preparation of project budget requests for projects owned by the department for each fiscal year, monitoring of overall project financial performance, development of 10-year project forecasts, and mid-year budget submittals. 6. Works in close partnership with External Affairs and other departments on financial and stakeholder project status reporting. Oversees projects include studies involving land use coordination with local governments and regional planning agencies.  Works with developers and local jurisdictions on zoning applications and related issues.  7. Directs the Authority’s preparation of preliminary studies and assessments to identify profitable land use opportunities; develops requests for proposals to secure potential developer prospects; negotiates contracts and takes approval actions required to implement transit related development projects.  8. Oversees preparation of real estate cost estimates for heavy, light rail and other expansion projects, acquisition of properties and rights-of-way, relocation activities required for the development, operation, and maintenance of the transit system, disposition of excess properties, property appraisals, and the management and leasing of MARTA property.  9. Responsible for implementing, organizing, and managing retail development and concessions activities for each of the 38 train stations where suitable space and square footage permit.  10. Cultivates external relationships with local groups, organizations, professional associations, and current/future business partners on transit related development opportunities on or around MARTA’s properties and facilities.  11. Performs other related duties as assigned, including Transit Ambassador assignments.   SUPERVISORY RESPONSIBILITIES  Responsible for the management of a department of the Authority. Directly or indirectly supervises directors, managers, professional, technical, and administrative employees assigned to Real Estate Development & Asset Management. Ensures that relevant training programs are in place for the department.  Interviews, hires, and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate CERTIFICATES, LICENSES, REGISTRATIONS  Real Estate License and/or Certified General Real Property Appraiser license from State of Georgia preferred.
